FGI를 통해 살펴본 청년층 대상 고용 정책 및 서비스 개선 방안

Abstract

○ 청년들의 고용 문제는 쉽게 해결이 되고 있지 않는 상황임. 청년 대상 고용서비스 전달체계가 있으나 청년들은 여전히 정보 획득에 대한 어려움을 호소하고 있음. ○ FGI 결과, 청년들은 청년 대상 전문상담인력의 확충을 원하고 있으며 직접 참여하여 배울 수 있는 프로그램 개발 및 내실화를 요구함. ○ 고용서비스 전달체계 담당자들도 청년 대상 상담인력 확충을 원하고 있으며 청년의 다양한 상황에 맞춰서 제공할 수 있는 전문 프로그램 및 서비스의 고도화를 강조함. 또한 중소기업에 대한 청년들의 인식을 개선할 수 있는 방안을 적극적으로 마련해야 하며, 현금성 수당 정책 중심에서 벗어나 청년들의 자립심을 키우는 데 도움이 될 수 있는 정책이 필요하다는 의견을 제시함. ○ FGI를 토대로, 1) 청년층 대상 전문상담인력 확충, 2) 청년층 수요를 반영한 내실 있고 다양한 프로그램 개발, 3) 현금성 수당 정책에 대한 실효성 검토 및 방향성 재설계, 4) 중소기업에 대한 실질적 지원 강화 정책 마련, 5) 고용정책과 서비스 관련 거버넌스 기능 및 역할 강화를 개선점으로 제안함.

○ Youth unemployment continues to be a pressing issue. Despite the presence of an employment service delivery system for young people, they still face difficulties in obtaining relevant information. ○ Focus group interviews (FGIs) reveal that young people desire an increase in employment counselors who specialize in youth employment and practical programs that allow them to learn through direct participation. ○ Service providers in the employment service delivery system also identify the need to increase the number of counselors for young people and emphasize the development of specialized programs and enhanced services tailored to young people's varying circumstances. Additionally, they highlight the importance of improving young people's awareness of small and medium-sized enterprises (SMEs) and shifting policies toward promoting self-reliance rather than focusing solely on cash benefits. ○ Based on the FGIs, several recommendations for improvement have been presented: 1. Expand the number of specialized counselors for young people. 2. Develop more practical and diverse programs that cater to the specific needs of young people. 3. Review the effectiveness of the cash allowance policy and adjust its direction accordingly. 4. Establish policies to strengthen practical support for SMEs. 5. Enhance governance functions and roles related to employment policies and services.
