민간자격 관리체제의 구축방안 연구

Abstract

본 연구는 민간자격에 대한 전반적인 관리 운영 실태를 심층적으로 분석하고, 개선점을 도출하여 민간자격 관리 체제의 구축방안을 제시하는 데 그 목적이 있다 하겠다. 연구 목적을 달성하기 위한 구체적인 하위 연구 목표는 다음과 같다. 1) 민간자격 관리 운영 실태를 분석하여 민간자격 관련 정책 수립 자료로 활용하고자 한다. 2) 민간자격 관리체제 및 운영상의 문제점을 분석하고자 한다. 3) 민간자격 관리체제 구축 방안을 제시하고, 관련 법령의 정비방안을 제시하고자 한다.

The study aims to propose plans for building the management system of civil qualifications by keeping trace of some problems to be reformed , which were drawn out from an analysis in depth on the comprehensive management and operation system of civil qualifications. To achieve the purpose of this study, it was explored whether the quality management is necessary to be done in civil qualifications, current status on the operation of civil qualifications was analyzed, problems were revealed out in the management and operation system of civil qualifications and the cases of exaggerated advertisements were investigated. Based on these, the study suggested a basic direction, a plan for the establishment of the system and a plan for governmental assistance to present schemes for building the management system of civil qualifications. As the methodology of the study, including collections and analyses on the relevant literatures and surveys targeting the managers of civil qualifications, the holders of civil qualifications, and the managers of personnel departments of companies as respondents, expert consultations and interviews managers from companies and civil qualifications for reflecting their opinions were conducted in formulating the management system of civil qualifications.
