학력경시대회 인증제 도입 방안

Abstract

학력경시대회는 수월성 교육 및 영재의 육성에 중요한 계기를 조성하는 긍정적인 측면을 제공하고 있다고 평가받고 있으나, 그 운영의 실제에 있어서는 학생의 성장 과정 및 교육과정 등을 고려하기보다는 상업적 측면이 중시되어 지나친 선행학습을 부추기는 경향이 있고, 지나치게 많은 학력경시대회가 난립함으로써 사교육비를 증가시키는 문제점이 있다고 지적받고 있다. 본 연구는 학력경시대회의 범람 및 상업화를 억제하고, 학력경시대회의 질적 수준을 제고하여 학교교육의 정상화에 기여하도록 하기 위하여 인증제를 도입하기 위한 방안을 제안하고자 한다.

The prime purpose of this study was to provide recognition strategies for School Achievements Contests(SAC). For the purpose of this study, firstly, the necessity of the introduction of recognition for SAC was investigated through the review of current status of SAC and the related domestic and foreign recognition cases. Secondly, the theoretical recognition framework of SAC was developed with the system model and the administrative-financial supporting directions. Finally, the specific operational strategies for recognition were described including recognition procedures and methods, recognition criteria, etc. The methodology utilized for this study included review of the related literatures, 2 times of seminars and a public forum, and experts meetings. Based on the results of this study, the following suggestions were made. 1) The sufficient provision time could be needed for the SAC recognition, because of the fact that establishment of the basic action plans, selection of the proper recognition operation body and sub-committees of each SAC area, development of the specific evaluation model and criteria in each SAC area, provision of the proper evaluator pool in each SAC area should require the sufficient time for provision. 2) The social infra-structure should be needed for maximizing the utility of SAC results. By doing this way, the evaluation results can be used for the primary data for development of each own's natural abilities and aptitudes. To enhance the credibility of final selection by using the evaluation results, the various public recognized educational programmes should be developed as well as the expansion and improvement of the related educational facilities. 3) The primary objective of SAC recognition should be focused on the securing of credibility of evaluation results. One way of solving this matter could be that, apart from the post management by the SAC recognition body, the Ministry of Education and Human Resources should execute the post management of SAC operation institutes for legal sanction and support against them. For doing this, the sufficient fund should be also secured.
