열린 평생직업능력개발을 위한 정부-기업-연구기관 간 협력·조정 네트워크 구축 방안연구

Abstract

본 연구목적은 다음 두 가지로 정리된다. 첫째, 열린 평생직업능력개발을 위한 정부 조정 산·학·연 협력의 우수사례개발 로드맵 (road map)을 제시하고 2004년 5. 3~5. 7, 제주에서 열리는 제25차 APEC 인적자원실무그룹 연차총회와 2005년 APEC 의장국 역할과 연계하여 본 연구에서 제시될 로드맵이 21개 APEC 회원국가 내에서 활용될 방안을 제시하고자 한다. 둘째, 정부 조정 산·학·연 우수사례 개발 협력과 조정의 네트워크 구축 로드맵 영역(domain)은 정책개발·실행·평가 영역에 있어서 역동적 정보공유와 이해당사자들의 의사결정참여에 초점을 맞추고자 한다. 법·제도 진입장벽을 제거하기 위한 방안 제시는 선행되어야 할 근본과제이나 향후 과제로 돌리고자 한다. 왜냐하면 이해당사자들 중에서도 특히 관련 부처 간 이해 와 조정은 물론 국회에서의 법통과가 예측하기 어려운 상황에서 법개정에 소요될 기간에 대한 예측이 어렵기 때문이다.

This study aims to design and demonstrate a road map illustrating practical ways in which Korean government (Ministry of Labor, MOL) facilitates cooperation and coordination among industry, academia, and R & D in building up networks for ban-lifted information-flow and participation activated lifelong vocational competence development (BIPALCD) in Korea. Two approached are suggested with regards to constructing road map as such in general: institutional one and best practice development one. The first one is to show ways in which MOL in accordance with the guideline set by National HRD Basic Plan take legal procedures for enactment and/or revision of laws and regulations to help facilitate cooperation and coordination in activating lifelong vocational development. The second one is to provide strategies and directions with MOL on the ways of developing road maps for directing, implementing, and evaluating best practice cases of BIPALCD. Out of the two, this study selects the second one as its appropriate approach under the justification that the job of enactment and/or revision of laws and regulations take long due to conflictual involvement of stake holders in terms of their own interest-based seeking behaviors. Revelation of exemplary best practices create possibly favorable atmosphere as well as environment where law enactment or revision can be under effective way. The task of road mapping is suggested to be undertaken in the context under which both local specific circumstances and international mandatory standardization trends are considered at the same time. ...
