탈탄소 경제로의 이행을 위한 기업의 녹색 전환과 녹색 스킬 분석

Abstract

탈탄소 경제로의 이행은 환경비용을 내재화·최소화하고 녹색시장에서 성장의 동력을 찾는 전반적인 사업 운영 방식(business-as-usual)의 변화, 즉 기업의 ‘녹색 전환’을 필요로 함. 국내 이차전지 기업들을 대상으로 한 조사 결과는 기업의 녹색 전환이 에너지 관련 영역에 국한되지 않고 환경 지속가능성(environmental sustainability)의 가치와 규범에 입각한 경영 전반의 사업 활동에서 나타나고 있음을 보여줌. 기업은 조직 전반에 걸친 녹색 활동의 확산과 고도화를 위하여 기술적 스킬(technical skills)뿐만 아니라 일반적 스킬(general skills)의 필요성을 절감하고 있음. 기업이 직면한 탄소중립 대응의 대내외적 요구, 기업의 조직 역량에 따라서 자기 학습, 직장 내 학습, 정부 훈련 프로그램, 또는 아웃소싱 전략을 복합적으로 활용하고 있음. 기업의 단계적인 녹색 전환을 촉진하기 위해서 포괄적인 교육훈련 프로그램을 선택적으로 제공하는 녹색 숙련 정책의 개발이 필요함.

The transition to a decarbonized economy requires a shift in business-as-usual operations, where environmental costs are internalized and minimized, and growth drivers are sought within the broader green market. This shift, known as the "green transition" of businesses, was highlighted in a survey of domestic battery companies, which revealed that green transition efforts are not limited to energy-related areas. Instead, they are being witnessed throughout business activities that are based on the values and norms of environmental sustainability. To advance and deepen green initiatives across the organization, companies recognize the need for both technical skills and general skills. Depending on the internal and external pressures related to carbon neutrality and the company’s organizational capacity, firms are employing a combination of self-learning, on-the-job training, government training programs, or outsourcing strategies. To promote a phased green transition, green skills policies that selectively provide comprehensive education and training programs must be developed.
