소규모 직업계고의 학점제 운영 현황 및 지원 요구

Abstract

2022년 특성화고에 학점제가 도입된 이후 소규모 학교에서 학점제 운영 지원에 대한 요구가 대두되고 있음. 이에 따라 소규모 직업계고의 학점제 운영 현황 및 요구 분석을 통해 지원 과제를 도출하고자 함. 소규모 직업계고는 일원화된 학교급별 교원 배치 기준으로 교사의 수업 부담이 크고, 이로 인해 학생의 과목 선택권 보장에 한계가 있음. 교육과정 운영 시에는 교사 수업시수 증가에 따른 조정, 정규 수업 시간 외 개설 및 운영 시간 확보, 수업 운영이 가능한 지역사회 기관 발굴 및 확보 등에 어려움이 있음. 이에 소규모 직업계고에서는 교원 전공 지도 역량 강화, 교외 교·강사 수급 및 운영, 지역 자원 활용을 위한 이동 수단 및 관련 행정 등에 관한 지원 요구가 높게 나타남. 이는 소규모 학교의 교원 수급 및 교육과정 운영을 위한 시·도교육청의 정책 지원 방안이 마련될 필요가 있음을 시사함.

Since the introduction of the credit system in specialized vocational high schools in 2022, there has been growing demand for support in rolling out the system at small schools. This study aims to analyze the current status and needs of small vocational high schools in implementing the credit system and to identify key support tasks. In small vocational high schools, the uniform teacher allocation standards across school levels result in a heavy teaching load for teachers, which limits the ability to guarantee students a wide range of course options. Challenges related to managing the curriculum include mitigating increased teaching hours, securing time for courses outside of regular school hours, and identifying and securing local community institutions capable of offering classes. As a result, small vocational high schools are calling for support in strengthening teachers' instructional capacities in their subject areas, securing and managing external instructors, and providing transportation and administrative resources to better utilize local resources. These findings highlight the need for policy support from city and provincial education offices to better address teacher staffing and curriculum management at small schools.
