탄소중립에 대응하는 직업훈련 혁신 방안

Abstract

본 연구의 목적은 탄소중립에 대응하는 직업훈련 혁신 방안을 모색하는 것으로, 특히 중장년층을 훈련 대상으로 중점적으로 고려하였다. 이를 위해 특정 지역(강원, 충남, 전남, 제주)의 탄소중립 대응 현안을 분석하고, 탄소중립 관련 주요 실천 사례들(예: 폐플라스틱 공장, 액화수소 플랜트 등)을 검토하였다. 또한 탄소중립지원센터 업무 담당자, 중장년 대상 훈련기관의 담당자, 산업별 인적자원개발위원회 담당자를 대상으로 심층 인터뷰와 FGI(Focus Group Interview)를 실시하여 탄소중립 대응을 위한 직업훈련 혁신 방안을 도출하였다. 분석 결과 1) 탄소중립 관련 거버넌스 기능 강화, 2) 중장년을 위한 탄소중립 특화 훈련의 고도화, 3) 중장년 훈련생의 탄소중립 분야 훈련 참여 지원의 세 가지 대영역으로 정리되었으며, 각 영역별로 네 가지 방안이 도출되었다. 총 12가지 방안에 대해서 해당 분야 전문가를 대상으로 AHP(계층화 분석법) 조사를 진행하였으며, 분석 결과 1순위는 ‘정부의 탄소중립 관련 정책 방향 설정과 로드맵 수립’, 2순위는 ‘각 지자체의 특화 산업군과 연계한 탄소중립 분야 지원 방안 마련’, 3순위는 ‘중소기업 대상 ESG 경영 활성화를 위한 지원 체계 구축’으로 나타났다. 이와 같은 방안을 포함한 상위 5가지 제언에 대해 구체적인 내용을 기술하였다.

The purpose of this study is to explore innovative vocational training strategies in response to carbon neutrality, with a particular focus on middle-aged workers. To achieve this, the carbon neutrality challenges faced by specific regions (Gangwon, Chungnam, Jeonnam, and Jeju) were analyzed, and key implementation cases related to carbon neutrality (e.g., plastic recycling plants, liquid hydrogen plants) were reviewed. In addition, in-depth interviews and Focus Group Interviews (FGI) were conducted with personnel from Carbon Neutral Support Centers, middle-aged training institutions, and Industrial Skills Councils (ISCs), resulting in innovative vocational training strategies for addressing carbon neutrality. The analysis identified three major areas: 1) strengthening governance related to carbon neutrality, 2) enhancing carbon-neutral-specific training for middle-aged workers, and 3) supporting the participation of middle-aged trainees in carbon-neutral vocational training. For each area, four specific strategies were developed, totaling 12. An AHP (Analytic Hierarchy Process) survey was conducted with experts in the field, and the results ranked the strategies as follows: the top priority was ‘establishing government policies and roadmaps for carbon neutrality,’ followed by ‘developing support plans linked to regional specialized industries for carbon-neutral fields,’ and in third place, ‘building support systems to promote ESG management for SMEs.’ The top five recommendations are detailed further in the study.
