직업교육훈련 기본계획 수립을 위한 기초연구

Abstract

본 연구의 목적을 달성하기 위해 설정한 연구 내용은 다음과 같다. ○ 직업교육훈련 정책과 선행연구 고찰 - 직업교육훈련의 개념과 정책의 범위를 탐색한다. 그리고 직업교육훈련 관련 정책의 선행연구를 분석한다. ○ 직업교육훈련 환경 변화와 해외 동향 - 직업교육훈련의 환경 변화를 탐색한다. 그리고 해외직업교육훈련의 동향을 파악하고, 정책 방향에 중요한 시사점을 줄 수 있는 내용에 관한 구체적인 해외 정책 사례를 분석한다. ○ 직업교육훈련 정책 분석과 방향성 탐색 - 직업교육훈련의 정책을 분석하고 평가하여 시사점을 도출한다. 그리고 직업교육훈련 정책에 대한 전문가 면담을 통해 향후 직업교육훈련 정책의 방향성을 탐색한다. ○ 직업교육훈련 기본계획 수립을 위한 방향과 추진과제 및 정책 제언 - 직업교육훈련 기본계획 수립에 기초가 되는 정책의 추진전략(기본방향)과 추진과제를 도출한다. 그리고 직업교육훈련 기본계획 추진을 위한 정책 제언과 후속과제를 제시한다.

Vocational education and training (VET) in South Korea is recognized as having significantly contributed to the remarkable economic growth since the 1960s. With limited physical resources, the development of human resources through VET played a crucial role in the nation’s progress. Since then, VET has evolved and diversified in response to industrial and societal developments. Recently, due to the digital transformation, changes in future jobs, and the global surge in the AI industry and digital innovation, the industrial structure is expanding from the semiconductor industry to AI. Additionally, issues such as regional decline due to low birth rates and population decrease are accelerating changes in policy environments. Thus, this study aims to suggest the basic direction (strategies) and implementation tasks for VET policies, which will serve as a foundation for establishing the Basic Plan for VET in accordance with Article 4 of the “Vocational Education and Training Promotion Act,” considering these recent circumstances.
