This report explores the development of a sustainable elderly care service system to address the challenges posed by an aging society. It aims to identify systematic strategies to effectively respond to these societal challenges. The rapidly changing population structure has caused various issues, with aging significantly increasing the demand for care services across society. This necessitates a shift from informal care to a formal care system. However, this transition requires not only a quantitative expansion of services but also qualitative improvements. Thus, this study seeks to answer how an efficient and sustainable care system can be established in response to such societal changes. One of the key characteristics of aging is the growing proportion of elderly individuals in the population due to increasing life expectancy and declining birth rates. This demographic shift has reduced the role of families in caregiving, with broader societal changes, such as increased female labor force participation, further diminishing traditional caregiving responsibilities within families. Particularly, chronic diseases like dementia have led to an expansion of care requirements from simple daily living assistance to encompassing medical, rehabilitation, and psychological support. This highlights the importance of skilled care personnel to meet these multifaceted needs. The report discusses the qualitative improvement of elderly care services by analyzing the operational strategies of care organizations and workers and emphasizing the importance of supporting skill systems. It particularly focuses on identifying the challenges in Korea's long-term care service system and proposing policy alternatives to address these issues.
