자격정책의 부처간 협력 방안

Abstract

본 연구의 목적은 지금까지의 자격정책과 관련하여 부처간 어떤 유형의 갈등이 발생하였고, 왜 발생하는지를 분석한 후에 자격정책의 비전과 목표를 국가차원에서 실현하기 위해 부처간 무엇을 협력해야 하고, 어떻게 협력해야 하는지에 관한 부처간 협력체계와 이에 필요한 인프라를 구축하는 것이다.

Heretofore, 28 ministries have been involved in the national qualification policy in Korea. Due to the increased importance of the qualification system, coordinated cooperation at the ministerial level is urgently needed. Currently, conflicts still exist among ministries regarding policy, and there is an overall lack of coordinative execution among ministries. The purpose of this study is: 1) to determine the status of cooperation and conflict related to qualification policy at the ministerial level, 2) to ascertain the level of involvement and cooperation of each related ministry for policy implementation, and 3) to understand how to cooperate in order to share the vision and achieve goals of the Korean qualification policy at the national ministerial (departmental) level. This study uses various research methodologies. The methodology of this study is as follows: First method is to identify conflict and cooperation among the ministries through research reports, white paper, and other governmental sources. Second method is the in-depth survey, whereas the surveyed are the ministerial, high ranking officials in charge of the national qualification policy. The primary goals are to determine official’s awareness on qualification policy, the need for ministerial level cooperation, and their opinion on the governance structure of qualification policy. Third method is to research foreign reports and other governmental sources. It has been applied to introduce the status of ministerial level cooperation and the governance system regarding qualification policy in Germany, UK, Australia and France. Fourth method is to utilize focus group interviews, so as to foster cooperation among ministries. Final method is the seminar, which can be used to gather diverse comments on research results among practitioners and academics. This study examines methods for various ministries to cooperate, on the basis of not only the current status of existing cooperation and conflict among ministries, but also the implications derived from case studies of advanced nations. ...
