2013 비진학 청소년 근로환경 실태조사

Abstract

본 연구는 대형 프랜차이즈 편의점, 카페, 패스트푸드점, 빵집을 대상으로 최근 비진학청소년 아르바이트생들의 근로환경을 면밀히 조사함으로써 사회적으로 이슈가 되고 있는 ‘알바’생들의 근로실태를 분석하고자 한다. 한편, 본 연구의 핵심은 ‘이들 업체에 속해 있는 비진학자 모집단의 정보가 없는 상태에서 얼마나 정확하게 비진학자를 찾아내어 조사하는가’ 쟁점이 될 수 있다. 또, 이 연구를 통해 정부는 대형 프랜차이즈 시스템 사업장에 종사하는 비진학청소년의 근로실태와 근로환경 등을 조사함으로써 근로자로서 청소년들이 느끼는 근로실태와 사업주로서 느끼는 근로실태를 비교분석하고, 이를 토대로 이들 사업장에 대한 근로감독 및 행정지도의 정책 대안을 찾고자 하는 것이 주목적이라 하겠다.

This study is to survey on the actual work condition of students who not wishing to go on to a school of higher grade, which they are only 15~24 years(total 200 persons), to work in franchiser convenient store(coffee store, bakery shop, fast food franchiser store). The important theme at this study is divided four parts, which a case of japan's work protect, investigation on the previous study and theory, research on the actual work condition of students no wishing to go on to a school of higher grade, and policy suggestion or proposal for work protect of youth. The main contests of this survey are included as follow: wage per hour, reservation wage, minimum wage, recognition or knowledge about work protect for youth, how to response against injustice behavior of employment, a notice about job description, etc. Our suggestion based on survey results are as follow: First, need continuous management and employees supervise rather than enact new law and provision, Second, strengthen duty of franchiser's headquarters through public announcement of black company. Third, when contracting, labor and work protect education compulsory to franchiser's member who is prepared to established new store. Fourth, need to go abreast work ethic education along with labor education for youth. Finally, To solve problem due to unfairness contract between headquarters and members, it need to effort for the Fair Trade Commission to improve the current franchiser's contract system.
