근로빈곤층의 직업능력개발 활성화 방안 연구

Abstract

본 연구는 근로빈곤층을 유형별로 구분하여 직업능력개발 측면에서의 특성을 분석하고, 근로빈곤층 직업능력개발의 제도·정책 변화, 직업능력개발 수혜, 참여 실태·성과 분석, 소득보장정책(근로장려세제, 실업급여, 기초급여 등)과 고용서비스의 연계를 통한 취업취약계층의 취업가능성 제고 방안 등 다양한 분석을 통해 근로빈곤층의 직업능력개발 활성화 방안을 제시하는 데 있다.

This study aims to analyze the characteristics of the working poor by classifying the into several categories in terms of the vocational education and training. The research examines a variety of changes in job skills development systems and policies in Korea for the working poor; the status/conditions of their participation in vocational training programs; ways to help these vulnerable groups to find jobs through linkage of income security policies (the Earned Income Tax Credit (EITC), the Unemployment Benefits, the National Basic Livelihood Security Act, etc) and other employment services. By doing this, the study suggests plans to expand and improve vocational training programs for the working poor.
