청년창업 지원정책의 효과성 제고 방안

Abstract

본 연구는 우리나라 청년창업 실태 등을 포함한 청년창업 생태계를 분석하고, 청년창업 지원정책의 추진 실태와 문제점을 파악하며, 창업선진국의 우수사례를 벤치마킹하여 현시점에서 가장 필요한 개선 방안을 도출하고자 하였다. 이를 통하여 청년창업 지원정책의 효과를 높일 수 있는 구체적인 실천 방안을 제시함으로써 청년 일자리 확대는 물론, 장기적으로 산업계에 젊은 피를 수혈하여 경제 전반의 활성화와 경제성장의 기반 마련에 기여하고자 한다. 또한 청년창업을 장려하고 창업 성공률을 높여, 과도하게 안정 지향적인 청년들의 취업 방향이나 취업준비 문화에도 변화의 실마리를 제공하고자 한다.

Recently, Korea has paid more attention to settle a virtuous economic cycle where economic growth results in more jobs as a solution to address increasing youth unemployment and falling youth employment rate. The newly inaugurated Park Geunhye administration reflected this situation by including to its policy agenda ‘job creation through stimulated venture start-ups’. And for its implementation, the administration established measures as nurturing talented young entrepreneurs and promoting environment friendly to re-challenge to help support youth start-ups and employment. This research, to support such government efforts, has compiled numerous opinions and research findings that had been suggested so far on stimulating youth start-ups and job creation to find out the current situation of young entrepreneurial assistant policies and their problems while employing many research methods to find a way of improvement. Based on these research activities, we drew four different suggestions for policy upgrade. The four suggestions are to establish a solid foundation for youth business activity, an education system for youth business activity, a system assisting youth business start and investment collection and a system helping business closure and rechallenge.
