대졸 실업해소를 위한 산학협력 강화방안 : 사례연구 중심으로

An emerging economic problem in Korea labor market is high graduate unemployment in tertiary education. Many economists explain this phenomenon by the result of current economic slowdown as well as by the mismatch between the knowledge and skills demanded by enterprises and them provided by colleges and universities. Generally, the collaboration between higher education and the labor market plays a important role in developing knowledge, technology, and human resources. So, promoting university-industry partnership is a plausible solution for high graduate unemployment. The purpose of this study is to provide effective methods of reducing unemployment for college graduates through case studies in the collaboration between higher education and the labor market. The summaries of effective methods solving high graduate unemployment are as follows. First, from the aspect of basic policy directions, universities and colleges should collaborate with large enterprises as well as median enterprises. Furthermore, university-industry cooperation is only confined to the manufacturing industry, but applied into various fields of industry. Second, from the aspect of the role of universities and enterprises, universities need to organize their own specific cooperative programs and a departmental council. Enterprises try to the change of perception and do active participation in partnership. Third, from the aspect of the role of the goverment, establishing effective university-industry partnership is achieved by fostering competition among universities and creating a systematic mechanism for exchanging information between universities and industries. Also, the laws and regulations have to be amended completely and systematically to promote the collaboration. In addition, other ideas and directions are provided for the gorvernment.
