직업군인 전역자의 취업실태

Abstract

본 연구는 직업군인 전역자의 취업실태를 종합적으로 분석하고, 이들의 취업능력을 제고하기 위한 실질적인 방안을 도출하는 데 목적이 있다. 구체적인 연구 목적을 제시하면 다음과 같다. 첫째, 직업군인 전역자의 취업실태를 종합적으로 분석하기 위하여 먼저, 선행연구를 중심으로 취업지원 제도 실태를 살펴보았다. 이를 위해 직업군인 전역자 취업 지원 실태 및 취업 현황과, 직업보도교육의 운영 실태 및 외국군의 직업군인 전역자 교육훈련 운영 현황 및 지원 체제를 고찰한다. 둘째, 직업군인 전역자를 대상으로 취업실태 조사를 실시하여 분석을 통해 주요 영역별 현황 및 전역자들의 요구 및 개인별 특성에 따른 차이점을 규명한다. 셋째, 직업군인 전역자 취업현황 실태 조사 분석의 결과를 토대로 직업군인 전역자의 취업제고 방안 및 정책과제를 도출한다.

The main purpose of this study was three folds: 1) to review the current employment supporting system for the retired military servicemen, 2) to analyze the employment status of those retirees and find differences by personal trait in the concerned areas, and 3) to design ways to enhance employment opportunities for them. For the purpose of this study, the related literatures were reviewed intensively to investigate 1) the employment status and the supporting status of the retired, 2) the operating status of the vocational education and guidance system, and 3) the vocational education and training and supporting system for the retired. Experts meetings consisting of the authorities concerned with the military services, including the Ministry of National Defence, members from the Korea Institute for Defence Analysis, and other related experts, were held to examine study directions, survey instrument, intermediate study results and final study results. Telephone survey technique was administered by the stratified sampling to 1,400 from the retired 5,023 military servicemen registered in the MNDJOB to attain the appropriate data for the employment status analysis.
