스웨덴의 평생학습 법·제도

Abstract

1990년대 초기 심각한 경제적 부진 상황에서 사회적 성장과 정의를 위해 높은 교육과 성인학습을 추구해온 복지국가의 대표모델인 스웨덴의 법과 제도를 연구하고자 한다. 본 연구에서 중점적으로 살펴볼 내용은 다음과 같다. 첫째, 스웨덴의 경제 및 노동시장 상황 및 특성 둘째, 스웨덴 성인의 평생학습 개념과 그 변화 셋째, 스웨덴의 중앙정부 및 지방정부의 역할 넷째, 스웨덴의 성인학습 관련 법률 및 제도 다섯째, 성인학습을 위한 재정지원

With the advancement of knowledge based economy and the transition to lifelong learning society, learning in school and workplace are the main factors for the sustainable development and growth both in a nation and a person. Also, with the ageing society, adult learning in any form becomes a critical issue in Korea. Adult learning requires cooperation between various stakeholder related as well as the responsibility of learning flows from government into private party. OECD has emphasized importance of adult learning and noted the great effect of it in the productivity and employment. OECD countries turn their policy direction from supply oriented learning to demand oriented learning. Korea government also started to move to the same direction through amendment of existing laws and systems. To plan and implement national policy based on demand oriented adult learning, systematic and financial infrastructure among others are required and formed through regulations and systems. Adult learning of Sweden is studied in this paper. The main characteristic of Swedish adult learning is based on the school system. Adult learning is composed of compulsory education, upper-secondary education, advanced vocational education based on school-industry partnership, labor market training for unemployed, in-house training, and liberal adult learning. This paper studied above topics with a brief introduction of economic and labor market situation of Sweden at the beginning from the prospect of regulations and adult learning system followed by financial support system of adult learning. ...
