학력주의 해소 및 평생학습사회 조성을 위한 자격제도 혁신방안 연구

Abstract

본 연구는 자격제도가 기존에 만연하던 학력주의를 해소하고 능력중심사회로 이행하면서 평생학습을 촉진하도록 제도의 방향성을 찾는 것임. 즉 개인의 능력을 정확하게 평가인정하고, 이 결과가 인사관리(채용, 승진 등)에 적극적으로 활용되는 능력중심 인사관리가 형성되고(HRM), 한편으로 지속적으로 능력을 개발시킬 수 있도록(HRD) 개별 자격제도(교육자격, 일반 직업자격, 사내자격 등) 개선 방향과 이들 간의 유기적인 관계에 관하여 구체적인 정책과제를 마련하는 것임. - 이에 대한 구체적인 연구목적은 학력주의 해소와 평생학습사회 조성을 위한 자격의 제기능 회복을 위한 전략과 과제 그리고 세부추진과제를 도출하는 것임.

Eradication of prejudice based on academic background and realization of a lifelong learning society requires a number of institutional frameworks. Improvement of the qualifications system is one of the most important requirements to achieve the goal. Therefore, this study aims to seek the future direction of the qualifications system so that it may contribute to undoing of the prevalent educational prejudice and to promotion of lifelong learning in this society which is in its transition into a more competency-oriented one. In order to find out the right direction in achieving these goals, an analysis was made on the meaning of the two goals stated above: elimination of educational prejudice and creation of a lifelong learning society. Also, a strategic framework was established for innovation of the qualifications system defining the relationship between the two goals and qualifications. In addition, the status of qualifications systems in other countries(e.g. U.K., Australia, Germany) was analyzed to draw implications. Along with these efforts, problems of existing qualifications were identified by qualification type(national, private, in-house, educational, etc.) using the SWOT analysis and detail action plans were prepared. ...
