핀란드의 산학협력제도 연구

Abstract

국가 경쟁력은 산학협력을 통한 R&D의 적극적 육성에 있다는 인식이 널리 확산되고 있다. 그러나, 우리나라의 산학협력은 역사가 일천한 관 계로 많은 시행착오를 겪고 있으며, 개선이 필요한 부분이 나타나고 있다. 정부？대학？연구소？기업 간의 산학협력을 통해 국가적 성장을 이룩한 국가의 산학협력 HRD제도에 대한 연구를 통해 우리나라가 겪고 있는 산학협력 HRD제도를 진단하고, 개선방향을 발견하는 것은 매우 중요한 의미를 갖는다고 보여 진다. 본 연구는 세계적인 산학협력 성공사례로 평가되고 있는 핀란드의 HRD관련 정책적？제도적 특징과, 산학협력의 주요 참가 주체들의 역할, 대학에서의 산학협력과 HRD를 연구함으로써 향후 우리나라의 산학협력 제도 및 시스템 구축에 정책적 방향을 제시하려는 목적으로 수행되었다. 주요내용 - 산학협력 제도와 국내 산학협력 현황 - 핀란드의 국가혁신시스템의 특징 - 핀란드의 산학협력과 산업 클러스터 - 핀란드의 고등교육과 산학협력

Regional and national development through University-Industry cooperation is a global trend in the innovation society. With the rapid development of science and technology, cooperation between universities, research institutions and business entities is essential to enhance the competitiveness of a nation. Finland is known as a successful country in the university-industry cooperation through which it has achieved remarkable economic development in the late 1990. The main dynamic of the economic success of Finland is lies on the national innovation strategy which emphasized critical role of universities in relation with other stakeholder such as government institutes, business entities, local government and others. Korea is facing economic insecurity and lower economic growth rate since the financial crisis in the late 1990. Korean government is trying to achieve sustainable growth through a balanced national development plan which put much weight, inter alia, school-industry cooperation in national and regional level. Korean government enacted law on "Promotion of Industrial-Education and Industry-Academic Cooperation Act" in 2003. The purpose of the act is to contribute to the development of local communities and the nation by training creative industrial manpower to serve the needs of an industrial society, and by developing, providing, and disseminating such new knowledge and technologies as required for further progress of industries, through the promotion of industrial education and industry-academic cooperation. This study focuses on the Finnish industry-academic cooperation system especially on R&D area and draw lessons for the development of Korean academic-industry cooperation system. To achieve this purpose, this study reviewed the finnish innovation system, the policy, supporting system, role of the stakeholder, characteristics of Finnish cluster, and university's role in the cooperation system. ...
