고용허가제의 본격화에 따른 외국인력 도입 효율화 방안: 캄보디아를 중심으로

Abstract

외국인 근로자에 대한 산업연수생 제도는 제조업을 중심으로 한 중소기업의 인력난을 해소 하는 창구역할로서 큰 기여를 해 왔지만, 여러가지 문제점도 초래하였다. 이러한 문제점을 해소하기 위한 방안 중 하나로 도입되는 '고용허가제'는 외국인 노동력에 대한 권리와 의무 를 명확히 함은 물론, 양질의 인력을 구할 수 있는 체계를 갖춘 것이라고 말할 수 있다. 향후 외국인 노동력이 우리나라 제조업에서 차지하는 비중은 증가할 것으로 전망되며, 필요 한 외국 노동력의 유입이 본격적으로 진행될 것으로 보인다. 따라서 국내외 노동시장의 고용 안정화를 위한 효율적인 외국인 노동력 공급을 위해 종합적인 대책이 필요할 것이다. 이러한 필요성에 따라 본 연구는 고용허가제 도입에 따른 효율적인 외국인력 도입 방안을 마련하는데 그 목적이 있다. 이러한 목적을 달성하기 위해 국제적 시각에서의 노동변화, 한국 노동 시장의 변화와 특성, 고용허가제도에 대한 이해, 해외의 사례 연구 등을 제시하였다. ○ 주요 내용 - 우리나라의 노동시장과 외국인 근로자의 특성 - 외국인 근로자에 대한 정부의 정책 - 우리나라의 고용허가제와 외국인 근로자의 활용 - 고용허가제의 주요 특성 -캄보디아의 노동령 해외송출과 교육훈련

This change will gradually increase the foreign manpower that takes part in our country’s manufacturing industry. Accordingly, inflow of foreign manpower will be seriously proceeded to Korean industries. International movement of the foreign manpower that is caused by the change of employment permit system in the labor market should be analyzed and efficient stability of employment along with plans for supplying foreign manpower should absolutely be prepared. Moreover, status of educational training and current condition of overseas movement of manpower in foreign countries should be analyzed. As foreign manpower is brought to the Korean companies through the employment permit system, the necessity of coming up with plans for examining the quality of foreign manpower is being increased. According to these necessities, this research is a study on international movement of labor force and through the employment permit system in Korea, its purpose is on making plans for efficiently ensuring labor force in the near future. The actual purpose of this research is to examine the educational status along with labor market in ICambodia especially and efficient plans for bringing manpower from developing countries should be prepared. The composition of this research is the following. Studies on labor’s international movement on the speculative side and labor’s motive on international movement and its effect on labor market are covered in "Chapter 2". In "Chapter 3", it covers our country’s labor market and foreign worker’s characteristic. The introduction, background, and content of employment permit system, anticipated problems of employment permit system, effective operation plans for employment permit system, and utilizing employment permit system and foreign workers is in "Chapter 4". Finally, in "Chapter 5", Cambodia’s labor market and its characteristics, Cambodia’s educational training on overseas workers, plans for effectively bringing in labor force in Cambodia, analysis of labor market in Cambodia, and examining the status of educational training on overseas workers is included in "Chapter 5". erthey want.
