대학특성화지도 구축·운영방안

Abstract

대학의 특성화 추진 현황을 전국적·지역적 차원에서 일괄 확인할 수 있도록 지원하는 정보유통 체계인 '대학특성화지도' 시스템의 구축이 필요하다. 이는 정부의 대학특성화관련 재정지원사업의 체계적이고 통합적인 관리 및 정보 제공과 실질적인 산학협력 활성화를 위한 대학특성화별 산학협력 정보 공유를 그 목적으로 한다. '대학특성화지도'란 "대학의 기능별·분야별 특성화 추진 현황을 전국적·지역적 차원에서 일괄 확인할 수 있도록 특성화 관련 정보를 학생·학부모, 기업, 관련 부처, 대학에 체계적으로 제공하는 시스템"을 뜻한다. 대학특성화지도의 구축·운영은 단기적으로는 국내 대학의 경쟁력 강화 촉진에 기여하는 사업으로 추진하되, 장기적으로는 '외국 유학생의 유치'와 '지역대학과 외국 산업체의 산학협력 촉진 가능성 제고' 등을 위한 사업으로 추진함을 밝힌다. ○ 주요내용 - 대학특성화 관련 재정지원사업 현황 및 지역전략산업과의 관계 분석 - 대학특성화 분류체계 및 운영체제 요구 조사 - 대학특성화지도 구축·운영 사업 목표 및 내용과 방향 설정 - 대학특성화지도 사업 추진 체계 구축 및 관련 지원 법령 제·개정 - 대학특성화 분야별 해외 네트워크 구축

Higher education in Korea has set its sights beyond quantitative expansion to qualitative growth by securing global competitiveness and superiority. The government's recent 'Policy to Promote University's Comparative Edge' is a strategic measure to realize such educational goals. Promoting university's comparative edge refers to the process of ascertaining the educational areas and functions(research/education) that presents the possibility of developing into a comparative edge over those of other universities in reference to the universities' self development plans. Re-allocating the resources within the university by creating an appropriate environment to pursue development of comparative edge through restructuring can maximize the performance of the university and ultimately enhance its competitive edge. This study serves as a basis for the determination of each university's current status and strategies and the required performance regarding the development of comparative edge in the configuration of an online map(Information Mapping System). The establishment and the operation of this map will enable higher efficiency in developing comparative edge and increase the efficacy of the policy by revealing the performance level of this operation to universities as well as companies. In this respect, this study seeks to design the virtual system with the purpose of facilitating the development of comparative edge at universities, to set the direction of the map operation and to suggest a comprehensive plan for the actual establishment. Designing of the virtual system for the creation of the map consists of the following four stages: (1) set up categorization criteria for information relevant to development of comparative edge, (2) establish companies, students, parents, universities and government agencies as potential map users and conduct surveys regarding the demand for information, (3) develop the technological framework for the map system and create the screens of the web site, and (4) create a network between the systems related to the development of comparative edge. The essential element of the system design would be the '22 comparative edge indexes' of universities(10 core indexes and 12 selective indexes) and the basic information of the universities, and it may also include the result of long-term deliberations and evaluations. ...
