민간자격제도의 활성화 방안 연구

Abstract

본 연구는 국가자격과의 상관 관계 속에서 『자격기본법』에 따라 새롭게 운영될 민간자격제도의 역할과 위상을 정리하고, 이를 근간으로 민간자격제도를 활성화시킬 수 있는 정책 방안을 마련하기 위한 목적으로 수행되었다. 이들 정책 방안의 제안과 아울러 이 연구에서는 민간자격제도의 활성화를 위해서는 무엇보다도 민간자격을 운영하고 있거나 향후에 운영 계획이 있는 관계자들에게 민간자격을 개발하고 제도를 운영하는 방안을 제시해 주는 일이 중요한 과제라는 조사 결과에 터해 그 구체적인 운영 사례를 제시하였다.

A nation's competitiveness is outcome of the competence of its people. Intensification of international competition and rapid economic and technological changes strongly require for the Government to reform vocational qualification system in advanced countries. Korea is not an exceptional case. Recent efforts are focused on to enhance the competences of all ages of people, promote linkage between vocational qualification system and school education system, and give impetus to voluntary vocational qualification system by non-government agencies. The 'Basic Qualification Law' promulgated in 1997 well proposes related task policies to be implemented. The purpose of the study was to investigate the current status and problems and thereby to suggest policy tasks for the development of voluntary vocational qualification system.
