지역의 학습·고용·복지 서비스의 연계실태와 과제

Abstract

최근 사회적 배제의 예방과 극복이 사회정책의 주요 관심사가 되면서, 학습과 고용, 복지 정책 및 서비스 간의 보다 일관되고 조율된 접근이 정책적 차원에서도 강조되고 있다. 그러나 지역 차원에서는 아직까지 서비스 간 연계가 불충분하다는 지적이 계속적으로 제기되어 왔다. 이 연구에서는 지역에서 현재 나타나고 있는 학습과 고용, 복지 서비스 전달체계의 연계구조를 진단하고, 문제점 추출을 통해 네트워크 형성, 연계 강화를 위한 정책적 고려사항들을 제시하고자 한다. 특시, 가장 시급한 복지대상(기초생활보장 수급자와 법정급여 대상자인 차상위계층, 법정급여 비대상 저소득층 등)에 대한 서비스 기관의 연계를 중적적으로 파악하고자 한다. ○ 주요내용 - 지역의 고용서비스 관련 기관 및 서비스 내용 분석 - 지역의 복지서비스 관련 기관 및 서비스 내용 분석 - 지역의 복지대상 학습(교육훈련) 서비스 관련 기관 및 서비스 내용 분석 - 외국의 서비스기관 수준의 협력 및 연계 실태 분석 - 지역의 고용 서비스, 복지 서비스, 학습 서비스 기관 수준의 협력 및 연계 실태와 방식 분석 - 정책방안

This study is designed to present policy considerations for network formation and linkage reinforcement by inspecting the linkage between learning, employment and welfare services for welfare beneficiaries at the regional level. To achieve this purpose, we analyzed the existing data and literature in this area, including both domestic and foreign case studies, held consultations with experts, conducted in-depth interviews with officials at 9 service institutions and with 10 service users, and gave questionnaires to 90 service institutions and 300 officials in service institutions. As case studies, we analyzed One-Stop Center in the United States, Centrelink in Australia, and Jobcentre Plus in the United Kingdom, to study the realities of attempts at cooperation and linkage in service institutions abroad. Our findings indicated that while there is a major global trend to attempt to link employment and welfare services with each other, the linkage between services is not always based on institutional integration, but can involve a functional integration and close business cooperation between programs. Through our in-depth interviews, we determined that linkage was uniformly made between job centers and outside institutions at the national level, while the linkage of services has only emerged recently little by little, showing regional characteristics. Rehabilitation centers(Jahwal Centers) were linked with government ministries and agencies through the funding of projects by the Ministry for Health, Welfare and Family Affairs(MIHWAF), the Ministry of Labor(MOL), and the various local governments. ...
