고등교육단계의 맞춤형 산업인력양성 방안

Abstract

이 연구는 우리나라의 산업인력양성을 둘러싼 환경변화를 고려하면서 정부지원 맞춤형 산업인력양성 사업의 성과와 한계, 문제점 등을 살펴보고 향후 새로운 발전방향을 모색하는 것을 목적으로 추진되었다. 이를 위해 전문대학, 4년제대학, 대학원별로 맞춤형 산업인력양성 사업의 실태 및 성과를 분석하였다. 연구결과 정부재원지원 사업 중 사업추진 이전단계에서 산업체 수요를 반영하기 위한 사전 수요조사가 이루어지지 않고 있으며, 사업목적상 취업지원 목표와 정책수단이 분명하게 설정되어 있는 경우도 거의 없었다. 특히 정부재원지원의 취업지원 효과가 미미한 수준에 불과한 것으로 나타났다. 정부재원지원 사업의 취업지원효과를 제고하기 위해서는 '살아있는 산학협력'을 실행할 수 있는 산학연 융합단지의 조성이 필요하고, 공과계열만이 아니라 산업구조의 변화를 고부가가치 신산업에 대한 지원이 이루어져야 하며, 대학내 취업지원기구의 제도화 방안을 마련해야 할 것이다. ○ 주요내용 - 맞춤형 산업인력양성의 개념과 사업내용 분석 - 정부재정지원사업의 성과분석 - 청년취업률 제고 방안 - 선진국의 산학연 융합 시스템 분석

This study aims to analyze the performance, limits and problems of current government-funding customized education and training for the industrial manpower and to explore the new directions of development for the government funding to the universities and colleges, The main subjects undertaken by this research are as fellows. First, we examined the concept of customized education and training for the industrial manpower and the performance indicators for the effectiveness of government funding to the universities and colleges. Second, we analyzed the actual conditions of government-funding projects titled ‘Customized Education and Training’, utilizing the data of the Center for Excellence of Higher Education. Third, we performed empirical study on the employment effect of government-funding projects to universities and colleges. Fourth, we sought to explore the proper ways for customized education and training in Korea by investigating the exemplary cases of the industrialized countries. Fifth, we presented policy tasks to improve the current customized education and training based on the qualitative studies and empirical studies of 12 government-funding(aid) projects. ...
