사회보장제도의 직업능력개발 효과 분석

Abstract

공공부조정책의 세계적 흐름은 가능한 한 공공부조 대상 계층을 노동시장에 진입시킬 수 있도록 취업촉진을 돕는 방향으로 진보해 왔다. 본 연구에서는 사회보장제도의 직업능력개발 효과 분석을 위하여 사회보장제도와 직업능력개발 간의 연계성을 개념 정의하고, 직업훈련 필요대상 추출 및 4대 사회보험 중 산업재해, 국민연금, 국민기초생활보장제도 등의 분석을 위해 관련 DB？원자료는 물론 노동패널, 장애인 실태조사 결과 등을 활용하여 효과 및 연관성을 분석하였다. 연구 결과, 기존 목적에만 국한되어 운영되고 있는 사회보장제도의 보다 효과적 집행을 위해서는 관련 제도 및 직업능력개발 시스템과의 유기적 연계가 필요하며, 이를 지원하기 위한 기초자료 축적, 취약계층에 대한 직업능력개발 기회 제공의 필요성을 확인하였다. ○ 주요내용 - 사회보장제도와 직업능력개발제도의 이론적 논의 및 실태분석 - 산재보험과 직업능력개발 - 국민연금과 직업능력개발 - 국민기초생활보장제도와 직업능력개발

This study concept defined connection between a social security system and Skill Development, and We analysis to again social security and social welfare system present situation in Korea. Specially, the purpose of this study is to provide suggestive point the relevance and influence of employment insurance, industrial accident compensation insurance, pension, national basis life guarantee systems and skill development.

○ Theoretical Background and Situation analysis We appeared so that vocational training participation was continuously increasing according to vocational training participation present situation analysis results of a 4th social insurance. A vocational training participation opportunity offer is enlarged, and role of vocational training is enlarged greatly at social safety net dimensions regarding a weakness group that vocational training participation. We found that 60 over aged person, woman, high school graduate students and unemployed persons are expanded of social insurance benefit and vocational training participation opportunity.

○ Industrial accident compensation insurance and skill development At occupation rehabilitation program, recognized persons, vocational training participated persons are higher employment possibility. Enlarged the application object of industrial accident compensation insurance, skill development service enhancement to disperses a risk, to promote welfare may contribute affirmatively.

○ Pension and skill development According to analysis for occupation type and retire decision making factor, occupation type and receive pension, wage workers incentive and pension receive possibility is larger rather than non-wage workers. Until pension system discussions are vitalized by-side old age income security, We need to skill development side comprehensive system.

○ A national basis life guarantee system and skill development Self-support vocational training was proven more effective trainees possibility of employment. A national basis life guarantee system was effective against skill development.

A social security system evolves, and the range and scope already are continuously enlarged to employment, job creation, skill development etc. And we need to approaches such as simple social safety net construction, public assistance regarding a weakness level etc. We try to be connected to various social security, social protection, social policy concluding settlements of the existing individual social insurance system and relation etc., and necessary to systematic, and efficient system operation. 4th social insurance analysis results, vocational training would be most holding office workers, and weakness group where labor conditions were good relatively appeared high.
