직업능력개발 우수 훈련기관 연구(Ⅰ)

Abstract

우리나라는 학력과 학벌을 중시하여 고등학교 졸업자의 진학률이 세계 최고 수준에 이르고 있다. 이에 비하여 고등교육을 이수한 후에 노동시장으로의 이행에서는 어려움이 발생하여, 최근 생산적인 활동 혹은 그 준비인 교육훈련과는 거리가 먼 청년 NEET족이 110만 명에 달하고 있다. 교육 중이 아닌 미취업 청소년은 범죄 등 사회문제에 노출될 가능성이 높아지는 것을 감안할 때, 일자리로의 원활한 정착을 위한 교육훈련의 중요성에 대한 재인식이 필요한 시점이다. 이 연구는 실업대책 훈련을 실시하는 직업능력개발훈련기관 가운데 고성과 기관을 선정하여, 시설이나 장비와 같은 물적요건, 훈련강사나 행정요원과 같은 인적요건, 훈련과정의 개발방식, 수요처인 구인업체와 관계유지 등 전반적인 운영 내용을 분석하였다. 이를 통해 우수한 훈련기관 특징적인 구조(하드웨어)와 운영방식(소프트웨어)을 추출하여 훈련기관의 발전모형으로 제시하였다. ○ 주요내용 - 직업능력개발 현황 - 우수기관의 비전과 전략 - 우수기관의 특성화와 매출구조 - 우수기관의 인적구성과 HRD - 우수기관의 훈련과정 개발 - 우수기관의 훈련생 모집과 취업알선

By analyzing the general management of elite vocational training institutes that have yielded great results, this study seeks to not only bring about the further advancement of vocational competency development training programs, but also to identify the characteristics and conditions commonly found in such elite training institutes. In particular, this study focuses on analyzing the attributes and elements associated with elite vocational training institutes that offer specialized training courses, are characterized by high trainee satisfaction, and feature a sufficient amount of trainees. The study began with the formation of an advisory council responsible for selecting the elite training institutes examined herein. As a result of this exercise, 20 training institutes were selected. Thereafter, 12 of the 20 institutes identified by the specialists were selected as the targets of a more in-depth study involving direct visits and interviews. This was followed by the dispatch of a research team and consultants, who served as associated researchers, to the selected training institutes in order to conduct the in-depth interviews. Lastly, the characteristics and strengths of the training institutes were analyzed, and a presentation on the topic of elite training institutes designed to shed light on their potential characteristics was held. ...
