한국직업교육훈련의 해외진출을 위한 직업교육훈련 협력연구 : 한국 직업교육훈련 발전경험의 대 베트남 적용 가능성 연구

Abstract

본 연구는 한국의 직업교육훈련 및 자격제도의 대 베트남 공유 가능성에 대해서 연구하고 이를 가능하게 할 지식과 방법 등을 새롭게 창출하는 기회로 활용하는데 목적이 있다. 따라서 한국과 베트남의 직업교육훈련 및 자격제도에 대한 실태를 조사·분석함으로써 양 국의 발전에 기여할 수 있는 영역을 찾아보고자 하며 양국의 TVET와 자격제도와 관련한 이슈와 정책에 대해서 살펴보고자 한다. 또한 베트남 현지에서의 전문가 워크숍 개최를 통해 한국이 그 동안 축적해온 직업교육훈련 및 자격제도 분야의 경험에 대한 발표와 토론을 통해 현지 전문가와 연구진의 아이디어, 전략, 중점협력내용, 접근방법 등에 대해서 공유하고 이를 통해 베트남의 직업교육훈련 및 자격제도 발전을 위한 실질적인 방안과 중요한 정책 아젠다를 도출하는데 활용할 수 있도록 하고자 한다.

Korea, being a responsible member in international community, has been demonstrating a strong will to do its best in fulfilling obligations matching its growing national strength. Owing to such efforts, it has been accepted as the 24th regular member of the OECD Development Assistance Committee (DAC). With such upgraded status, Korea is gradually increasing its support projects for developing countries. Vietnam, possessing historic experiences similar to Korea, demonstrates a steady economic growth. Therefore, we can state that the potential is high for applying the development experience of Korea in such fields like economy, vocational education and training (VET), and vocational qualification system to Vietnamese economic development. Korean economic development model contains a lot of useful lessons for developing countries. This is supported by a recent research paper on Vietnam published by Harvard University that recommends active learning from Korean economic development model for successfully devising national development programs in rapidly growing economies like Vietnam. Considering these factors, it will be all the more necessary for Korea and Vietnam to establish and maintain close bilateral relations through future-oriented development and cooperation. In this context, the week of October 18-25, 2009 was designated as Korea-Vietnam Week. During this time, a lot of aspects of future development of bilateral relations were discussed at various events held with participation of related institutions from both countries. In Vietnam, there also is a gradually increasing awareness of the need to expand and promote Korean-Vietnamese cooperation in the field of vocational education and training and vocational qualification system. Accordingly, in order for Korea to contribute on the economic development of Vietnam, it needs to consider in looking at Korean experiences that can be useful for Vietnam, and based on that, research needs to be conducted on how to apply Korean economic development experience to Vietnam. The present study suggests substantive strategies, content, methodology, etc. for applying Korea's successful experiences in the fields of VET and vocational qualification system to Vietnam. Through this, we are going to educe research conclusions that may have spillover effects for other developing countries as well. In other words, we are going to inquire into the possibilities for applying Korean vocational education and training and vocational qualification system in Vietnam and will seize this opportunity to create new knowledge and methodology for enabling such application.
