창의인재 양성을 위한 진로교육 활성화 방안

Abstract

최근 교육과학부는 미래형 창의인재 육성을 강조하면서 초·중등 교과교육과정을 개정하고 지식전달 중심의 주입식 교육을 탈피하여 학생들의 창의성 개발에 역점을 두는 교육정책을 강화하고 있다. 이러한 논의 중심에는 학생 스스로가 자신의 적성과 흥미에 적합한 교과를 선택하고 교사 중심의 일방적 수업방식이 아닌 학생 중심의 쌍방식 수업참여와 일 체험의 교수·학습방법이 학교 현장에서 실천되어 이러한 교육성과가 학생 개인의 평생 진로개발에 유용하게 활용되어야 하는 '진로교육' 기본 철학에 기초하고 있다. 이 연구는 창의인재 양성과 진로교육과의 연관성을 탐색·강조하였으며, 진로교육 학교 현장의 주요 3개 분야별 정책 현황과 문제점을 분석하여, 미래사회가 요구하는 창의인재를 양성하기 위한 ① 진로교육 인증제의 운영방안을 제시하였고, 양질의 진로교육 실천을 위해 가장 필요한 ② 전문 인력의 양성과 활용 방안을 제시하였으며, 이러한 성과들이 ③ '입학사정관제도'와 어떤 연계성을 가져야 하는지와 관련된 정책을 제안하였다 ○ 주요내용 - 창의인재 양성과 진로교육 - 양질의 진로지도 서비스 규준과 실천을 위한 진로교육 인증 방안 - 진로교육을 담당하는 전문 인력의 양성 및 활용 방안 - 진로교육 전문성에 기초한 '입학사정관'의 자격 및 역량 - 진로교육과 '입학사정관제도' 상생 방안

The purpose of this research is to suggest the executive policy agenda in the area of career education for building up the creative talented person for the coming society. Specifically, this research deals with three key issues on career education today, all of which are assumed as the keys of promoting the creative via invigorating career education. Firstly, it suggests the management system of the certification of career and vocational education for students. Secondly, it provides the guideline of developing professionals in the fields of career education. Finally, it suggests the promoting ways of the current college admissions policy related to practical issues of career education. For 3 issues, researchers diagnosed the current status, identified the problems, and suggested alternative solutions to be integrated as the promoting public policy of career education. Chapter 1, as the introduction, shows research backgrounds, purposes, main contents, and methods for three subjects respectively. Chapter 2 reveals the close relationship between the creative and career education. First verse identifies necessity, components of the creative, and diagnoses elements of the creative development infused in the framework of national curriculum. Second verse presents concepts, purposes, contents, instructional methods and outcomes(competencies) of career education and reviews the current career education in terms of national curriculum. Third verse integratively summarizes the relationship between the creative and career education from verse 1 and 2. Chapter 3 deals with the certification of career and vocational education for student, as the first subject of this research. Specifically, it defines concepts and kinds of the certification of career education, analyses the current state, then suggests the executive ways of this system. In advance of suggesting the system, researchers set up the introductory direction, subjects, and develop indexes, criteria of the certification. Finally this chapter proposes supporting policies in order to promote the certification system in terms of national government. Chapter 4 deals with the guideline of developing professionals in the fields of career education, as the second subject of the research. This chapter concludes that professionals with competencies should be build up in order to promoting career education for the creative development, which can be achieved via ‘qualification-development-application- retraining’ system for career professionals corresponding to national policy, general teacher development-application system, and education department of states, cities, and school fields. Chapter 5 deals with the college admissions policy related to career education. This chapter firstly reveals the relationship among the creative development -career education- the college admissions policy, and emphasizes policies activating this linkage. Specifically, verse 1 identifies the relationship between the creative development and the college admissions. Verse 2 summarizes the current status and obstacles of promoting the college admissions policy into seven categories. Verse 3 presents the advanced case of U.S. college admissions policy connected to career education. Verse 4 suggests the qualifications and competencies of college admissions officers for Korea abstracted via delphi methods. Finally, verse 5 proposes the promoting public policies for both career education and current college admissions policy. The last chapter 6 integrates the results of these three subjects and suggests implications for the ways to promote publick policy for career education building up the creative talented students at national, states and school level in Korea.
