서비스 산업 선진화를 위한 인재정책 과제

Abstract

서비스 산업은 우리 경제의 체질을 개선시킬 뿐 아니라 경제성장과 고용창출을 통해 선진국으로 가기 위한 핵심 산업이라 할 수 있다. 이렇듯 서비스 산업은 '괜찮은 일자리(decent job)' 창출을 통하여 고급인적자원의 효율적 활용기회를 제공해 줄 수 있어서 현재 우리 경제의 가장 큰 현안인 신규대졸자 취업률 개선과제도 풀 수 있는 출구의 한분야로 평가되고 있다. 특별히 서비스 산업 선진화를 가로막는 진정한 요인과 촉진시킬 수 있는 치열한 시행전략을 찾아내어 실질적인 방안을 도출할 필요가 있다. 서비스 산업의 선진화는 우리 경제의 체질을 한 단계 성숙시키고, 우리경제의 구조를 더욱 다양하게 하는 핵심과제라 할 수 있으므로 서비스업 선진화에 대한 연구는 지속적으로 추진되어야 할 것이다. 또한 서비스업의 특성상 인재의 육성이 관련 산업의 경쟁력으로 직결된다고 할 수 있기 때문에 적절한 인재정책의 추진은 매우 중요한 요소가 아닐 수 없다. 본 연구는 선진화를 견인할 수 있는 지식 서비스부문의 인재정책을 도출하고자 각 부문별 산업 및 인재정책의 현황을 살펴보고 이를 통한 정책제언을 제시하였다. ○ 주요내용 - 서비스 산업의 현황 - 인재정책 부처간 협력방안 - 지식서비스 산업부처 정부인력의 전문성 고도화 - 비전전략, 인재양성, 예산확보, 부처연계를 통한 수단 확보, 평가/기대효과 등 필요에 따른 수직적/수평적으로 연계 -서비스 산업 부문별 인재정책

In the knowledge based society in the 21st century the competitiveness of one economy is centrally determined by human capital and knowledge. It is necessary for government to have for knowledge service industry of accurate creation and generation of statistic indices and related informations about education and labor market in the construction of advanced forward human resources policy issues and system. Given this necessity, vision and strategy setting for advanced service industry, manpower demand & supply estimation, specific human resource development policies and infrastructures are become more important issues in human resource development policies. This research is based on knowledge service industry such as finance, education, medical & healthcare, culture, sightseeing and +ICT service sector in Korea which were selected as new economic growth sector among service industry by the current government. The central focus of this research was to suggest the issues of advanced forward human resource policy for sustainable economic growth and upgrade of quality of life, to construct basic infrastructure through the innovative idea based on this vision which we got empirical research results, to link one policy to another policy comprehensively in each human resources policy This research and project is mainly divided into 8 chapters of a general research introduction, an advanced countries'' itemized discussion, empirical 6 industries'' current situations and educational manpower supply and demand estimation in 2010-2018, sectoral implications policy issues. Chapter 1 and 2 is composed of contents and frame, issues and range within this research projects and the mutual relations between each HRD policies in this research and projects. Chapters 3, 4, 5, s are composed of current situations, system, problems, manpower, knowledge & information, the relation R&D and HRD in current major developed country''s and domestic situations. Chapter 6 studied that the central focus of this chapter was to estimate the mid-term (by 2018) 6 knowledge industry×higher educational manpower forecasting with using model specification technique in the Korean labor market. For manpower forecasting, the classification of industry data used included second-digit level of the SITC, and higher educations were divided into 4 groups (2 years junior college workers, 4 year college workers, +graduated school workers). And then this study outputs tried to be utilized knowledge service sectors as based quantity index for human resource development constructions to link the credibility of the outcome. However, this linking trial study is only a first step and, because it had limited data and any other problems, future studies need to be undertaken continuously are necessary to link quality with quantity estimation. Good estimation signal output can be decreased the quantity skill-mismatch workers in labor market. Chapter 7 was suggested general and sectoral implications and policy issues. This study suggested policy issues for human resources development. This study placed a particular emphasis on higher education policy which was the fixed capacity number coordination issue and dissemination of R&D good outputs because of raising competitiveness of power and decreasing structural unemployment rate through R&D creative output, dissemination of it in higher education, utilizing it in industry. If the departments of universities provide excess supply of graduates relative to labor market demand, these fixed numbers should be coordinated. The problems of skill-mismatch and asymmetry of labor market information were also raised. Other policy issues raised in the study concerned problems associated with time series data and creation of essential data, and methodology development for manpower forecasting, linking quality with quantity for evaluating results, etc. Final chapter was described overall summary on based this project.
