교육과 노동시장 연계와 성과(Ⅱ)

Abstract

본 연구는 ‘교육과 노동시장 연계와 성과’를 제목으로 하는 3개년(2009～2011년) 시리즈 연구로서, 교육과 노동시장 간 효율적인 연계방안을 찾고, 그 연계장치가 노동시장에서 어떠한 성과를 나타내고 있는지를 분석함으로써 이를 근거로 인재정책에 대한 함의를 모색하기 위한 목적하에 수행되었다. 올해의 연구는 2차년도 연구다. 첫해인 2009년도 연구가 다양한 교육정책ㆍ환경 변화하에서 (주로 대학교육을 중심으로) 교육투자가 어떻게 이루어졌는가와 이러한 교육투자가 생애직업경로(lifelong career path)에서 어떠한 노동시장성과를 발현하였는가를 주요 분석 주제로 삼았다면, 올해 2010년도 연구는 교육과 노동시장 간에 ‘연계’와 ‘연계체제’, ‘매개(연계)장치’ 등을 규정하고, 이를 근거로 관련 세부 연구 영역을 찾아내어, 교육-노동시장 연계장치가 노동시장에서 장ㆍ단기적으로 어떠한 성과를 나타내었는지를 분석 주제로 정하였다. 구체적으로 교육투자의 장ㆍ단기적 성과, 학교-노동시장 이행과정에서의 노동시장 성과, 창의성 교육성과, 그리고 학력과 자격, 학생의 직업훈련과 경력경로 등의 영역에 대해 심층 분석을 시도한다.

This is a three year series study titled “The performance and the linkage of education and labor market” The purpose of this study is to find an effective linkage of education and labor market, and to analyze how the connection could bring a better performance, which may give implications to human resources policy. The study of 2009, the first year of this study was focused on how educational investments had been made and what they produced in the life career paths, under a variety of education policies and environmental changes (mainly focusing on university education). This year 2010 study is mainly about defining the ‘linkage’ and ‘linkage system’ and ‘linkage media’ in education and labor market. and finding the relevant detailed areas to analyze what would be their short and long achievements based on this research. The term of Linkage is in a central position in linkage of education and labor market. So far, we did not focus on linking education to labor market, but did on transition from school to labor market as separately. “Transition” refers to a shift from one phase to another or one step to another, while “Linkage” means an act to connect one object, one step, and one system to another closely. Therefore, the implementation cannot capture the concept of different objects, steps, connecting the system guidelines can be captured by the concept of linking devices. To connect the job educated youth into a job that they desire, the subject of this study find linkage media of education institutions and businesses. The media can be a variety of devices constituted as a whole system. We define this as linkage system. We combined and structured qualification system as a single medium suggested in the previous research of the linkage media with media in transition from school to work(or labor market) to present the below. In the table, 10 elements are hierarchical stating No. 1 is a core medium, No. 2 to 5 are main elements, and the others. To make this structure work well, conditions are necessary such as healthy economy, educational excellence, and effective and systematical structured procedures and systems of the core and the main and other media Based on above mentioned media, 6 detailed sub-topics selected are as follows; ⅰ) Effects of education and ability on wage in the linkage of education and labor market ii) Employment preparation in college and labor market outcomes, ⅲ) Firms'' choices in transition from education to labor market ⅳ) Creativity and outcomes from linkage of education and labor market ⅴ) Certification and outcomes from linkage of education and labor market ⅵ) Relationship between major and landing a secure job and its influence on job training.
