직업능력개발 관련 통계 활용 및 개선 방안

Abstract

정확한 사실에 기초한 정책의 수립과 집행이 강조되면서 정책을 뒷받침하기 위한 통계의 작성에 관심이 높아지고 있다. 정책 집행의 중간 단계 또는 사후 단계에서 평가를 통해 예산집행의 효율성과 정책의 효과성을 제고하려는 정부부처들의 노력으로 통계에 대한 수요도 늘고 있다. 사회적으로 직업능력개발에 관한 관심이 확대되면서 통계청이나 고용노동부 등 정부부처는 물론 한국직업능력개발원 등 국책연구기관에서도 직업능력개발의 실태를 파악하고 정책방안을 마련하기 위해 다양한 통계를 작성하고 있다. 본 연구에서는 국내에서 생성되는 주요 조사통계 가운데 직업능력개발의 현황을 파악할 수 있는 조사통계를 수집·정리하여 제시하였다. 또한 현재 활용할 수 있는 조사통계로부터 도출할 수 있는 통계지표는 어떤 것이 있고, 정책지원을 위해 통계분야에서 개선해야 할 사항은 무엇인지를 제안하였다 □ 주요내용 - 직업능력개발 관련 국내 조사통계의 현황 - 유럽과 미국의 직업훈련 관련 조사, 통계·지표 현황 - 우리나라의 직업능력개발 현황 - 직업능력개발 관련 조사통계와 지표의 개선 방안

The purpose of this study is to review the surveys which show the state of skills development in Korea and to suggest how to improve its surveys and statistical indicators. It is expected that it will help researchers and policy makers to perform empirical study on skills development policies and monitor training programs. 1. Surveys on Skills Development in Korea (excluding Panel Surveys) There are 10 major surveys on skills development in Korea. Subject of eight of the surveys are households and two are enterprises. Among Surveys on households are Additional Survey to Economically Active Population Survey(Employees Wage earners and salaried employees , Youth, Aging Group)(ASEAPS), Local Area Labour Force Survey(LALFS), Household Income and Expenditure Survey(HIES), Time Use Survey(TUS) and Social Survey(SS) conducted by Statistics Korea and Lifelong Learning in Korean Adult (LLKA) conducted by Ministry of Education, Science and Technology(MEST). The participation rate of vocational training can be derived from Employees ASEAPS, LALFS and LLKA. Employees ASEAPS and LLKA show how many hours they spent on vocational training in a year, TUS shows how many hours people spent on skills development in a day, and HIES shows figures of monthly expenditure of a household on skills development. Among surveys on enterprises are Korea Continuing Vocational Training Survey(KCVTS) and Enterprise Labor Cost Survey(ELCS) carried out by the Ministry of Employment and Labor(MOEL). KCVTS' questionnaire which benchmarked EU''s CVTS, includes training policies, continuing vocational training activities, and initial vocational trainings of the enterprises.
