직업교육 개혁정책의 공과분석

Abstract

본 연구에서는 인적자원을 개발·활용하기 위해 지금까지 정부가 이끌어 온 주요 직업교육훈련 정책의 공과를 논의하고자 한다. 추진하게 된 배경 그러한 정책이 결과적으로 어느 정도 성공했는지 실패했는지에 대한 일차적인 분석을 시도해 보고자 한다. 만약 정책의 추진에 있어 어려움이 있었다면 원인이 무엇인지를 살펴보고 입안된 주요 정책의 추진 및 시행 과정에서 제기된 문제도 함께 규명해 보고자 한다. 또한 이제까지의 직업교육훈련 정책에 대한 교훈을 바탕으로 앞으로의 인적자원개발정책 방향에 대한 정책적인 시사점을 탐색해 보고자 한다.

The purpose of this study is to analyze the merits and demerits of selected vocational education and training policy led by government until recently, and to derive meaningful policy implications from the analysis. For this, we reviewed related literatures focusing on the background, the process, and disputed points of vocational education and training policies.
