특수형태근로종사자의 직업능력개발 연구

Abstract

본 연구의 목적은 특수형태근로종사자의 노동시장 특성과 훈련여건에 대해 살펴본 다음, 고용보험 적용 시 훈련정책적 지원방향에 대해 제안하는 것이다. 아울러 간병인과 문화예술 분야 직업(미디어아티스트)에 대한 사례연구를 통해 이 두 직업종사자에 대한 직업능력개발과 정책방향을 제시하고 특수형태근로종사자에 대한 직업능력개발에 대한 연구방법론적 틀을 구성하여 시범적으로 적용해 보고자 한다. 이를 위해 본 연구는 다음의 세 가지 목표를 설정하였다. 첫째, 특수형태근로종사자에 대한 훈련정책적 지원의 필요성과 그 근거에 대해 정리한다. 둘째, 6개 (법정)특수형태근로종사자 직업을 중심으로 근로여건과 훈련여건, 그리고 고용보험 적용 시 훈련전달 및 정책과 관련하여 예상되는 주요 문제들과 훈련정책 지원방안을 제시한다. 셋째, 간병인과 미디어아티스트에 대한 사례연구를 통해 이들의 생애직업경력이라는 관점에서 능력개발과 정책지원 방향을 제안한다.

The purpose of this study is to investigate the labor market features of the special employment workers who are employed as well as self employed at the same time and their conditions of vocational education and training(VET) and to propose the policy support to them. This research focus on two parts: (i) to investigate the working condition and the skill development of special employment worker who have the right to claim compensation insurance service(and so on: a statutory special employment worker), (2) to analyze the cases of patients helpers and new media artists and discuss the directions of policy support and their skills development. ...
