국가숙련전망조사(2012)

Abstract

본 연구는 인적자원의 양성과 활용을 숙련의 관점에서 조망하고, 숙련과 관련한 질적인 정보를 찾기 위해 10년 동안 추진하는 사업 중 3년차 사업이다. 그러나 2010년의 1차 연구는 예산 제약으로 숙련의 개념에 바탕을 둔 고용주조사에 국한할 수밖에 없어서 숙련의 공급 측면의 정보추출과 숙련전망 체계를 확립하는 종합적인 설계를 하지 못하는 한계가 있었다. 그리고 2011년의 2차년 연구는 비록 예산이 확대되기는 하였으나 국가직무능력표준에 기초한 직무전문능력별 숙련의 실태를 파악하는 조사의 기본 틀이 바뀜에 의해 연구의 연속성을 갖추지 못하였다. 이와 같은 선행 두 차례의 연구는 숙련의 수급의 양 측면의 종합적인 정보를 생성하는 틀을 갖추지 못했을 뿐만 아니라 2011년 조사는 조사결과의 시계열 자료를 구축하는 틀을 가지지 못하는 한계를 노정하였다. 본 연구는 10년간의 연구 중 처음 두 차례 연구의 문제점을 보완하여 인적자원의 양성과 활용을 숙련의 관점에서 조망할 질적 숙련정보 생성의 틀을 마련함과 동시에 숙련수요의 시계열 자료를 바탕으로 숙련전망의 틀을 마련하는데 목적이 있다. 이러한 목적은 연도별 계획에 따라 추진하며 금년의 추진 목표는 10년간 연구의 종합적인 틀을 마련하고 숙련수급의 한 축인 숙련수요에 대한 정보를 생성하는데 둔다.

The study aims to set up the conceptual and theoretical framework to outlook skills in the labor market, and to produces the result of skills outlook on the ground of the framework. This study is third-year report of the ten-year project being pursued in KRIVET. The key contents of this project contain four areas such as two skill surveys about employers and individuals, the development of skill mismatch index, and the establishment of model to forecast the demand for skills and supply of skills. This study is focused on the conceptual framework of skill outlook and the employer skills survey in Korea. This report is composed of two parts. The first part views the concept or theory through previous studies, and suggests the method or technique of skills perspective accordingly. And, in this part, we suggest the framework to be able to outlook or forecast skill mismatch in the labor market.
