재난안전관리 분야별 현장 종사자의 직업능력 강화 방안

Abstract

본 연구에서는 재난안전관리 분야의 직무범위 및 분야별 직무영역을 설정하고 관련된 직·간접적 교육훈련 및 자격현황을 파악한 후, 재난안전관리 분야에서 신설 가능한 국가자격을 제시하고자 한다. 특히 국가별로 재난 및 안전관리의 우선순위가 다르므로 우리 현실에 맞는 재난안전관리 분야 중 국가자격 신설 필요성이 높은 직무분야를 선정, 발굴하는 것이 본 연구의 주요 목적이다.

This research is going to classify practicians’ duty scope and system and to suggest national qualification and educational training plans suitable for industrial and environmental characteristics. Particularly, this research tries to investigate the current qualification related with disaster and safety which has not suggested so far and to examine the possibility of making a new national qualification for blind zone of duty resulted from the investigation. Disasters can be effectively responded only when education, training, qualifying examination, and vocational ethics are established well. The following are the policy suggestions: First, integral management of the field practicians is needed by subdividing education of duty by duty type, position and level. Second, systematic manpower cultivation for required fields is needed by making a new national qualification. Third, in Japan, companies set up industrial safety management system and induce effective change in labor accidents and work ethic to prevent industrial disaster. Therefore, Korea also needs to introduce an establishment certification program for industrial safety management. Fourth, ethics should be strengthened in national qualification and educational training related with disaster and safety. We need to not only emphasize the technical side in educational training and qualification, but also strengthen vocational ethics and work ethic.
