민간자격 등록 및 공인제도 개선방안 연구

Abstract

「자격기본법」에 의거 2000년에 국가공인 민간자격제도가 시행되었고, 2008년에는 등록 민간자격제도가 시행되었으며, 2014년 민간자격 사전등록제가 시행되었다. 민간자격은 2000년 이후 지속적인 양적 팽창을 거듭하고 있으며, 2014년을 기점으로 종목 수가 크게 증가하고 있다. 이 연구는 현행 민간자격의 현황을 파악한 후 중단기적 제도 개선방안을 제안하고 있으며 아울러 장기적 측면의 제도개선 전략을 제시하고 있다. 특히, 중단기적 개선방안의 경우 등록제도는 등록금지 분야의 사전고지, 등록증 발급을 등록번호 부여로의 전환을 제시하고 있으며, 공인제도는 부처의 사전적 심사기능 강화, 만족도 조사를 통한 정량적 평가 도입, 공인기준의 수정 등을 제시하고 있다. 아울러 장기적 전략으로는 민간자격 금지분야의 실효성에 대한 연구 및 검토, 사전등록의 실효성 연구를 제안하고 있다.

In 2000 the national authorization system of private qualification was enacted based on 「Framework Act on Qualifications」 and in 2008, the registration system of private qualification was started, and this year the pre-registration system was enacted. The purpose of this study is to examine the current situation of the registration system of private qualification and to propose a short-term and long-term strategy for the improvement of the system. This study proposes some improvement plans and alternatives. Firstly, official notification of the prohibition field by government ministry in advance and distribution only register numbers to institutions in the pre- registration system is needed. Secondly, to improve the national authorization system, it is necessary to strengthen the authority of government ministry in authorizing, building up quantitative analysis index and adjusting judgment standard from a long-term strategy viewpoint Furthermore, assessment of the effectiveness of restricting the authorized qualification as vocational qualifications and excluding the basic literacy qualifications out of the authorized qualification is urgently needed. Finally, we need further research on the actual condition of private qualification and building of panel data for the improvement of the qualification system.
