과정이수형 자격제도 구축 방안

Abstract

본 연구는 최근 정부부처에서 논의되고 있는 과정이수형 자격제도 도입을 위한 한국적 상황을 점검하고, 국가적으로 과정이수형 자격제도가 실행되기 위해 필요한 관리· 운영 방안과 자격검정 방안 등 종합적인 도입·운영 방안을 제시하는데 목적이 있다.

There is a limit to present the operating model of the complete a course based qualification system pertinent to the nation's situation because the discussion of introduction about the system has taken place centered around jurisdiction system by Government Ministry restrictively and sporadically. Especially, it is needed to be sufficiently debated what the difference between this new system and existing test based qualification system is, and what kind of result and problem occurs when this system is carried out. Based on this, it is also needed to come up with consolidated management and operation plan to build the complete a course based qualification system pertinent to the nation's situation with clearing away misunderstanding related in introduction of this system for all parties involved including existing qualification holders. The aim of this study is to present consolidated introduction and operation plans, such as necessary management and operation plan for practicing the complete a course based qualification system and qualification examination plan with checking national situation for introduction of this system which is being discussed in Government Ministry based on the necessity above. To accomplish the aim, this study analyzed the operational background of this qualification through reference and data analyzing, and main countries' operating status of this system. Also, it gathered opinions from all of the stakeholders about requirements and measures to this system through questionnaire and Delphi survey. And, it reviewed the relevance of management and operation plan and certification plan through expert council.
