주요 국가 NCS 제도 관련 정책적 발전 동향 분석

Abstract

이 연구의 목적은 해외 주요 국가의 NCS와 학습모듈, 관련 정책의 추진 과정을 살펴보고, 국내의 NCS 도입과 관련 정책 실행에 있어 시사점을 도출하고자 하는 데 있다. 이와 같은 목적을 달성하기 위한 구체적인 연구 목표는 다음과 같다. 첫째, 1990년대 이후 NCS를 도입한 선진 국가의 NCS 관련 정책에 대하여 정책적？역사적 분석을 통한 정책의 변화 양상을 확인하고자 한다. 둘째, NCS와 관련하여 발견된 다양한 이슈들에 대해 그동안 어떻게 대응해 왔는지를 분석하고자 한다. 셋째, NCS 관련 정책의 변화 과정 속에서 정책의 성숙과 안착을 이끈 요인들을 분석하여 현재 우리나라가 직면하고 있는 이슈들에 대한 시사점을 도출하고자 한다.

The issues that have been raised in the development process of vocational education and training(VET) are the mismatch between the job competency and the contents of education and training in VET institutions. In order to solve these issues, the government suggested National Competency Standards(NCS) to build industry driven VET systems. Accordingly, various projects related to NCS have been undertaken since 2013. This study analyzes the countries(Australia, New Zealand, England, Canada) that have been adopted and implemented NCS for the past twenty years; how they handled the various issues; and draws implications for the sustainable NCS policies. The purpose of this study is to identify how the policies of the aforementioned countries have evolved through political and historical analysis.
