중장년의 일과 학습에 관한 연구

Abstract

본 연구의 목적은 초고령사회를 대비하여 중장년의 체계적 평생교육 체제 구축을 통해 재취업이 활성화 될 수 있도록 일과 학습의 선순환 플랫폼을 구축하는데 있다. 이를 달성하기 위해 정책 현황 분석을 통해 정책 개선안을 도출하고 이와 관련 법령과 제도의 개선 방안을 모색하였다. 또한 중장년의 일과 학습 연계 유형을 중장년의 제2인생 희망 유형인 재취업, 창업·창직, 귀농·귀촌, 사회공헌 활동 등 네 가지로 영역화하여 분석을 시도하였다. 본 연구의 목적을 달성하기 위한 연구의 내용은 다음과 같다. 첫째, 국내의 중장년의 일과 학습 관련 정부 정책의 현황 및 법령을 분석한다. 둘째, 외국의 중장년의 일과 학습 관련 정책 현황 및 법령을 분석한다. 셋째, 중장년의 일과 학습 연계 유형인 재취업, 창업·창직, 귀농·귀촌, 사회공헌 활동 관련 개선 요구 사항을 분석한다. 넷째, 중장년이 제2인생을 설계함에 있어 평생교육을 통해 고용지속가능성을 제고할 수 있도록 일과 학습 관련 정책적 개선 방안을 제시하고 중·장기적 관점에서 법제 개선 로드맵(road map)을 제시한다.

Korea has been aging faster than any other countries in the world. This has been causing economic problems to individuals after their retirement, and the decreasing number of production personnel and increasing welfare spending are likely to cause economic threats to the nation. However, the reality lacks effective promotion of policies and improvement of legal systems that can serve the following purposes: to recognize the social middle-aged as the new human resources, and to raise the employment sustainability of the middle-aged through the provision of systematic life-long learning. Accordingly, the purpose of this research is to draw a plan for activating the life-long education required for the middle-aged to design and execute their second life, and construct a road map for improving policies and legal systems from the medium- and long-term perspective, and, thereby, actualize the systemic basis for establishing a virtuous circle where the middle-aged can continue to work through learning. ...
