노동시장 이중구조화와 직업능력개발

Abstract

본 연구는 노동시장 이중구조화의 구조와 동학을 분석하고 직업능력개발 정책이 노동시장 이중구조화와 어떤 방식으로 상호작용하는지를 규명하고자 한다. 노동시장 이중구조화는 종사상 지위나 고용형태, 기업규모, 임금-비임금 근로 등 다양한 양상을 띠는데, 노동자 집단 간 임금이나 보상의 구조를 결정하고 일자리 이동의 기회를 제한하는 구조적 장벽으로 작동한다. 노동시장 이중구조화는 고용의 문제와 직결되지만, 직업능력개발 정책에 대해서도 큰 함의를 갖는다. 주지하다시피 직업능력개발 정책의 주요 목적은 시민이 생애경력 동안 안정적으로 자신의 역량과 능력을 양성하고 향상하도록 지원하는 데 있다. 이른바 평생직업능력개발체제의 구축을 통한 고용안정이 중요한 과제인데, 이러한 측면에서 노동시장 이중구조화를 개선하는 것은 매우 중요한 의미를 갖는다고 할 수 있다(Berg, 2016; Grimshaw et al., 2016; Jones and Fukawa, 2016; Rubery, 2015). 그러나 현재까지 노동시장 이중구조화의 구조적 원인과 메커니즘을 규명하고 직업능력개발 정책에 대해 갖는 이론적, 정책적 함의를 엄밀하게 분석한 연구는 매우 드물다. 대다수의 연구가 종사상의 지위나 고용형태에 따른 직업능력개발 참여기회의 격차와 그 효과만을 제시하는 데 머물고 있기 때문이다(김철희 외, 2012). 본 연구에서는 노동시장 이주구조화에 대하여 면밀한 이론적 논의와 경험적 연구를 통해 노동시장 이중구조화가 직업능력개발 정책에 미치는 영향과 의미를 보다 풍부하게 규명하고자 한다.

Labor market dualization takes the form of employment status, type of contract, employer size and dependent vs. self employment, which shapes the structure of pay and compensation between groups of employees and limits opportunities for labor mobility within the labor market. This research analyzes the structure and dynamics of labor market dualization and investigates how skills development policies interact with labor market dualization, shedding light on the issues of employment as well as skills development. The primary goal of skills development policies lies in helping the formation and improvement of citizens' competencies and abilities along their life course. In this respect, employment stabilization through the establishment of lifelong skills development should be regarded as its primary goal, and addressing labor market dualization is a precondition for its achievement. ...
