청년 해외취업 지원 강화 방안

Abstract

본 연구는 한국직업능력개발원, 한국대학교육협의회, 한국산업인력공단, 한국국제협력단(KOICA) 등 글로벌 현장학습 및 해외인턴십을 운영하고 있는 유관기관간의 상호 협력을 통해 각 기관에서 주관하고 있는 해외취업지원사업의 성과를 평가하고 앞으로의 개선방안을 모색하고자 한다. 이를 통해 정부 청년해외취업정책의 개선방안 및 앞으로의 발전방안 도출함과 동시에 협업체계 구축 및 효과적인 해외취업 활성화 방안을 도출할 수 있을 것으로 기대한다. 본 연구의 주된 내용은 교육부, 고용노동부, 외교부 등 각 부처별 진행되어온 정부 해외취업 지원사업의 현황 및 성과를 분석하고, 각 사업들의 장, 단점 및 앞으로의 협력 방안을 도출하여 정부 해외취업 촉진 대책의 장단기 발전 방향을 모색함과 동시에 앞으로의 추진과제를 제안하는 것이다.

According to the “Employment Trends in 2017" released by Statistics Korea, the unemployment rate for youths (15-29 years old) was 9.9%, an increase of 0.1 percentage point from the previous year, reaching the highest level since 2000 (Statistics Korea, 2018). As youth unemployment has emerged as a social issue, youths experiencing difficulties in finding a job are seen as an urgent problem to be resolved in the nation’s labor market, and the government has been endeavoring to resolve the youth unemployment issue. Despite the government’s effort, the unemployment issue does not seem to be resolved in the short run, partly due to the demand-supply gap where 90,000 people fail in finding a job but only 50,000 new jobs are created annually. In this situation, the government has been expanding overseas employment programs designed to offer young people tailored training opportunities to improve their global capabilities and job skills, help them find jobs and develop markets overseas, and the number of people hired internationally is on the rise. Governments striving to create jobs are not the case only in South Korea. These days every country is developing policies and making institutional efforts to secure human resources and create jobs in the global environment. ...
