민간자격 생태계 연구

Abstract

본 연구는 민간자격 생태계의 관점에서 민간자격관리자가 자격을 개발, 관리·운영, 폐지하면서 택하고 있는 다양한 대안을 파악하고 건강한 생태계의 관점인 강건성, 생산성, 혁신성의 요소를 중심으로 민간자격관리자의 실태를 분석하였다. 이러한 분석을 기반으로 민간자격 생태계의 문제점을 파악하고 향후 정책적 과제를 제시하였다. 본 연구결과는 민간자격관리자는 물론 정부부처 및 관련 이해관계자가 민간자격을 더욱 건강하고 바람직한 방향으로 유도해 나갈 수 있는 제도적, 정책적 방안을 마련하는 데 기여할 수 있을 것이다. 첫째, 생태계의 이론적 배경을 파악하기 위해 기존의 연구를 분석하였다. 둘째, 생태계의 개념을 민간자격과 연관 짓기 위하여 민간자격에 관한 기존 연구를 분석하였다. 셋째, 민간자격의 이해관계자를 파악하였다. 넷째, 민간자격 생태계 연구를 위한 분석틀을 정리하였다. 다섯째, 민간자격 생태계의 가장 중요한 주체인 민간자격관리자를 분석틀에 따라 분석하였다. 여섯째, 민간자격의 변화 추이 및 현황에서 시사점을 얻기 위하여 민간자격 등록 및 공인 실태에 대해 민간자격정보서비스(PQI, Private Qualifications Information)의 통계자료를 통해 분석하였다. 일곱째, 전문가 및 민간자격관리자의 의견을 조사하였다. 여덟째, 수집된 정보를 기반으로 하여 연구진 및 전문가의 의견을 반영하여 민간자격 생태계를 분석하였다. 아홉째, 연구결과를 종합하여 결론을 도출하고 향후 필요한 정책방안을 제시하였다.

Private qualifications have grown enormously in quantities in a short amount of time. The accredited private qualification system was enacted in the law, but it was first implemented in 2000 and the private qualification registration system was implemented in 2007. Since then, the number of private qualification managers has increased to 2,218. The number of qualifications has increased to more than 30,000. There is a decline in the school-age population and a preference for job-related vocational qualifications is emerging. In addition, overseas qualification is being made in Korea. The rapid expansion of private qualification managers has caused social problems such as excessive competition between private qualification administrators, deterioration of qualifications, degradation of similar qualifications, false advertising of false exaggerations. ...
