- 한국의 경제성장은 제2차 대전 이후 개발도상국 경제·사회발전 사례 가운데 가장 두드러진 성공사례로 꼽히고 있다. 이런 성공의 요인은 인적자원개발을 통한 우수인력 양성에 있으며 이는 개발도상국의 성공모델로 인식되고 있다. 세계대전이후 경제개발을 추진한 모든 국가들이 경제개발계획과 병행하여 인력개발을 동시에 다루어왔듯이 한국도 경제개발계획에 맞추어 직업훈련제도를 설계하였다. 1970-80년대에는 제조업 중심 기술인력 양성을 통해 산업화를 견인하였으며, 인력 수요·공급을 추정하고 이를 토대로 노동시장 여건에 기초를 둔 직업훈련제도를 발전시켜 나갔을 뿐만 아니라 초기의 사업내직업훈련 의무제도에서부터 고용보험제도로의 개편에 이르기 까지 경제성장 단계에 부합하도록 적절히 변화시켜 왔다. 이 모듈은 크게 다섯 부분으로 구성되었다.
Vocational training system for skilled workforce has been highlighted as one of the key driving forces of Korea's economic development. Korea is well known for adopting a government-led vocational training strategy to assure industry the supply of a skilled workforce according to the 1st-6th Korea Economic Development Plans.
This paper examines the main features and evolution of this strategy from the 1960s to the 1990. In particular, it discusses how the vocational training policies have contributed to economic development. The findings in the paper highlight a set of important lessons for the design and implementation of vocational training policies, which could be useful for other developing countries.
