민간자격 등록관리 체계 개선 연구

Abstract

본 연구의 세부 목적을 정리하면 다음과 같다. 첫째, 민간자격 등록제도 운영 현황 실태를 파악한다. 둘째, 현행 등록 관리 체계(신규, 변경, 폐지 포함)를 분석한다. 셋째, 현 등록제도의 문제점과 제도 및 운영상 보완이 필요한 점을 도출한다. 넷째, 민간자격 등록 관리 체계의 절차적, 내용적 개선 방안을 제시한다. 다섯째, 민간자격 등록 관리 체계 개선에 필요한 법적 구성 방안을 제시한다. 본 연구의 5가지 목적을 달성하기 위해서 사용한 주요 연구 방법은 문헌 분석, 자료 분석, 설문조사, 전문가 협의회 등이다. 각 방법에 대한 구체적인 내용은 다음과 같다. 1. 문헌 및 자료 분석 민간자격의 역사, 자격 운영의 법적 근거, 민간자격의 유형, 관련 정책 등을 파악하기 위해서 국내외 문헌 및 선행 연구를 분석하였다. 2. 설문조사 본 연구에서는 민간자격제도에 대한 다양한 의견을 수렴하기 위해서 2회에 걸쳐 설문조사를 실시하였다. 3. 전문가 협의회 본 연구는 전문가 협의회를 여러 차례 개최하여 전문가들의 민간자격에 대한 다양한 견해를 수렴하였다.

Since the enactment of “Framework Act on Qualifications” in 1997, private qualifications have been complementary to qualifications in specialized fields that cannot be covered by national qualifications for the past 20 years. The private qualification system, which has contributed to increasing demands for education and training in various fields and to improving their professionalism, has been modified multiple times in order to meet social demands more effectively. In the mean time, the expansion of private qualifications has caused lots of social problems. In spite of policy changes made in the system, there are still a number of qualification consumers experiencing dissatisfaction as a result of failure of quality assurance of registered private qualifications. This study examines the history of the private qualification system as well as the current trends of registered private qualifications. Also this study investigates ways that can improve the current private qualification registration system, thereby contributing to the effectiveness of private qualification management and operation in the future. This study suggests the implementation of qualification information disclosure system in order to strengthen qualification managers’ accountability. Moreover, this study suggests adopting a renewal process in the current registration system for private qualifications on a regular basis to solve the problems caused under the current system.
