지역소멸 예방을 위한 사례조사 : 평생직업교육과의 연계

Abstract

이 연구에서는 국내외의 지역소멸 위험사례 및 지역소멸 예방사례 조사를 통하여 현재 지역이 갖고 있는 어려움과 지역소멸 예방 요인을 도출하고자 하며, 나아가 지역소멸 예방을 위한 평생직업교육 연계 방안을 마련하고자 한다. 이 연구의 주요 내용은 지역소멸 관련 이론 및 선행연구 검토, 사례연구를 위한 분석 틀 구성, 국내외의 지역소멸 예방사례 발굴 및 분석, 정책적 시사점 도출이다. 제1장에서는 연구의 목적과 필요성, 연구의 범위, 연구 내용과 방법을 개관하였다. 제2장에서는 소멸화가 지역에 미치는 영향, 지역소멸 관련 이론, 소멸지역 지정연구 현황을 소개하였다. 제3장에서는 한국의 지역소멸 예방사례 조사를 하여 평생교육도시로 탁월한 성취를 보여 준 오산시, 그리고 교육공동체와 사회적 경제조직이 긴밀하게 연계된 완주군의 사례 및 지역 활성화 정책을 최근에 시도한 남해군의 사례를 실으며, 지역소멸 위험 지자체에 대한 정책적 시사점을 도출하였다. 제4장에서는 일본의 지역소멸 예방정책 및 사례를 분석하며, 한국적 상황에 대한 정책적인 시사점을 도출하였다. 제5장은 결론 및 정책 제언으로 마무리하였다.

○ The purpose and necessity of the research Dealing with the survival strategies of Japan’s big and regional cities which break down in a chain reaction due to a decrease in population, Hiroya Masuda’s book, The Death of Regional Cities (2015), tries to explore the remedies for Japan society whose population is on the sharp decline and come up with a survival model for the community. This is also a warning to Korea community, which made its way into an aging society, and motivates a variety of research projects on regional extinction and activation. As a result, in order to analyze and prevent the crisis of regional extinction caused by a low birth rate and aging, we need to develop a variety of policies at regional level and especially search for the alternatives in connection with lifelong career education. Through a survey of the cases of the regions in danger of their extinction, at home and abroad and those of the regions that prevented it, this research tries to find out the present difficulties that the regions have and the preventive factors against their deaths and go on to suggest the policies connected to lifelong vocational education to prevent regional extinction...
