사회정책전략 수립을 위한 의제발굴 연구

Abstract

본 연구는 “한국의 사회정책이 포함해야 하는 핵심 의제는 무엇이고, 그것을 어떻게 실행할 것인가?”라는 질문에 답하고자 한다. 이를 위해 한국의 사회정책이 놓인 현실을 국제비교 차원과 재정 차원에서 진단하고, 그 진단을 바탕으로 실행과제를 제시하였다. 또한 한국이 놓인 특수한 환경에서 사회정책이 지속적으로 발전하기 위한 대안을 모색하였다. 본 연구는 한편으로 현 정부가 단기적으로 사회정책전략을 효과적으로 추진하기 위해 필요한 구체적인 전략과 실행계획 및 실행을 위한 과제들을 제시하는 것을 목적으로 했지만, 단기적 시각에 매몰되지 않고 장기적으로 한국의 사회정책이 발전하기 위한 대안을 특히 혁신전략과 거버넌스 전략 차원에서 중점적으로 살펴보았다. 따라서 본 연구를 통해 한국의 사회정책이 취해야 할 단기적 실행계획과 장기적 발전방향을 동시에 모색할 수 있을 것이라고 기대한다.

Against this background, this chapter aims to provide an empirical overview of the current status of the Korean welfare state and its key challenges. First, it assesses Korea’s social expenditure in comparative perspective. Specifically, it shows how generous the Korean welfare state is, how wide its coverage is and how strong its redistributive capacity is. Second, the chapter looks at the challenge of social inequality and dualisation. It analyses the patterns of growing inequality and how growing dualism in the Korean labour market feeds into growing inequality. Third, the chapter examines the challenge of ultra-low fertility and ageing. It provides insight into a sharp decline in fertility rate through changing patterns of reproductive behaviour and the impact of ultra-low fertility on population ageing. Lastly, the chapter investigates the challenge of modern workplaces. It points out how Korean workplaces, and more broadly the Korean labour market, has yet to catch up with modern practices and trends in the OECD world. ...
