가정폭력피해자 자립을 위한 직업훈련 및 고용·복지 지원 방안 연구

... 가정폭력피해여성이 직업훈련을 통해 경제적 자립에 이르는 것은 직업훈련 프로그램 자체만으로 결정되는 문제는 아니다. 직업훈련 프로그램의 다양성이나 효과성을 개선하는 것은 물론 중요한 과제이지만, 이들의 직업훈련이 가정폭력피해자 보호의 맥락 속에서 이루어진다는 점을 고려할 때 직업훈련을 둘러싼 주변 정책 역시 중요한 의미를 갖는다. 따라서 본 연구는 직업훈련 프로그램 자체의 개선에 국한하지 않고, 직업훈련을 둘러싼 제반 고용·복지 정책의 문제를 포괄적으로 살펴볼 것이다. 이를 통해 가정폭력피해여성에 대한 직업훈련 및 관련 경제적 자립지원이 실질적인 자립으로 이어지는 효과를 가질 수 있도록 하는 정책과제를 도출하는 것이 본 연구의 목적이다.

The term “domestic violence” ranges from spousal violence, parent-child violence to violence against the elderly. This study focuses on the spousal violence, as a result of gender-power relations. Considering the most of victims of spousal violences are women, this study can be regarded as a literature on women abused by family violence. One of the feature of the domestic violence is its repetitiveness. Abused women, however, are not able to terminate and break free due to fear of revenge, responsibilities of children, and difficulties of economic independence. Economic independence plays the core role as it is used as a means to control and dominate women by male abusers. Due to the traditional gender division that has been socially built, women’s economic status locates inferior to that of men’s, which leads women not being able to terminate the circle of violence. ...
