전직지원 서비스 활성화 방안 연구 : RSC, ISC의 연계가능성 탐색

Abstract

본 연구에서는 경력전환을 준비하는 신중년(근로자)에게 체계적인 전직지원 서비스를 제공하기 위해 전직지원과 관련된 이슈·현황을 분석하여 일자리-커리어 상담-교육훈련을 연계한 지역별·산업별 전직지원 서비스 실행방안을 탐색하고자 한다. 연구의 세부 목적은 다음과 같다. 1. 전직지원과 관련된 현황 파악 및 이슈를 분석하고자 한다. 2. 커리어 서비스 모델, 전직지원 전달 체계를 개발하고자 한다. 3. 지역별·산업별(RSC·ISC) 전직지원 서비스 실행방안을 탐색하고자 한다.

Due to the aging population, utilizing older workers equipped with knowhow and professional knowledge is becoming more significant. However, there are some limitations and issues related to outplacement service in terms of reskilling and utilizing older workforce. Dealing with limitations, the skills identification and training and development should be systematic and reflect the needs of the industry and region. In order to develop the tailored services to potential retiree, the outplacement service should be specified relevant to industries and regions to deliver better projects linking career counseling, training and development, and job matching. This study aims to explore some possibilities of assigning role and function of RSCs and ISCs based upon the analysis of issues and current state of outplacement for those who are supposed to make career transitions. This study identified the conditions in which to provide desirable outplacement services; explored the role and function of RSCs and ISCs; and concluded with some policy suggestions of the outplacement service linking RSCs and ISCs.
