평생직업교육훈련 정책 모니터링 및 정책 성과평가 체계구축

Abstract

본 연구는 평생직업교육훈련 정책의 개념과 범위를 명확하게 규명하고, 정부업무평가 체계 및 법적 근거의 흐름을 파악하여 시대별 환경 변화와 정부별 국정과제 방향에 따라 변화된 평생직업교육훈련 정책의 추이를 분석하였으며, 평생직업교육훈련 정책의 모니터링 및 성과평가 체계에 관한 인식과 요구를 분석하였다. 또한 이를 통해 정부업무평가와 차별화된, 체계적인 모니터링 체계와 중장기 성과평가 모형을 구안하고 운영 방안을 모색하였다. 구체적인 연구 목적을 제시하면 다음과 같다. 첫째, 평생직업교육훈련 정책의 범위를 명확하게 정의하고 중앙부처 및 지방자치단체의 평생직업교육훈련 정책 동향을 분석한다. 둘째, 평생직업교육 정책 모니터링 및 성과평가 모형 이론을 고찰하고, 평생직업교육훈련 정책에 관한 인식 및 요구를 분석한다. 셋째, 중앙정부와 지방자치단체의 정책을 대상으로 국무조정실에서 수행하는 정부업무평가와 차별화되고 이를 보완할 수 있는 평생직업교육훈련 정책 모니터링 및 평가 모형(안)을 구안하고, 도출된 정책 모니터링 및 평가지표별 우선순위를 구명한다. 넷째, 평생직업교육훈련 정책의 모니터링 및 평가를 위한 효과적인 전달체계 운영 방안을 제언한다.

TVET policies help define rules, procedures and performance index for upgrading the quality of TVET and establishing the flexibility of TVET system. All of these are necessary to help a TVET institutes run smoothly and safely and ensure their students receive the qualified vocational education and training programs. In order for an institution to encourage the effective and accessible learning that learners want to participate, monitoring and evaluation procedures of TVET policy must be in place that establish goals as set forth by the partnership among federal-local government, company, TVET institutes. These TVET policies establish standards and help hold TVET policy makers and educators accountable to the public. Accountability through the monitoring and evaluation of goal-oriented policies ensures that learners are receiving a valuable and qualified education. TVET policy evaluation uses the useful research methods to systematically investigate the effectiveness of TVET policy interventions, implementation and processes, and to determine their merit in terms of improving the social and economic conditions of different stakeholders like government, company, TVET institute. ...
