한국의 스킬지도

Abstract

본 보고서의 구성은 다음과 같다. 제1장에서는 연구의 필요성 및 목적을 기술하고 연구의 구성에 대해 소개한다. 제2장에서는 한국의 스킬지도를 히트맵 형태로 제시한다. 본 장에서는 히트맵에 대한 설명과 해석 방법을 소개한다. 히트맵 작성은 국제성인역량조사(Program for International Assessment of Adult Competencies; 이하 PIAAC)의 자료를 이용한다. 한국 노동시장의 스킬축적, 스킬활용, 스킬미스매치 및 기타 특성 들을 역량수준, 교육수준, 연령, 성별, 직종, 업종, 기업규모, 종사상 지위 등 다양한 측면에서 확인할 수 있을 것이다. 제3장에서는 제2장의 스킬지도를 본 연구에서 측정하는 스킬의 각 영역별로 보다 자세히 국제비교 해본다. 제2장이 한국의 국제비교 순위를 중심으로 스킬 정보를 요약한 것이라면, 제3장은 모든 비교대상국의 스킬 정보를 해당 영역의 실젯값을 통해 확인해 볼 수 있다. 그리고 스킬지도를 통해 드러난 스킬의 축적과 활용이 국민경제 전체 차원에서의 생산성과 국민들의 행복에 어떠한 영향을 미치는지도 확인해 볼 수 있을 것이다. 제4장에서는 한국의 스킬수요를 지역별로 보다 자세히 살펴본다. 한국 내 지역별 스킬수요는 기본적으로 16개 지역인적자원개발위원회에서 실시하는 훈련수요조사 자료를 바탕으로 지역별 직업별 향상훈련수요 정보를 가공하여 제공한다. 제5장은 결론으로 한국의 스킬지도에서 특징적으로 드러난 사실들을 요약하고 종합적으로 해석하여 정책적 함의를 도출한다.

With the higher concerns over low economic growth and increasing inequality, the demand for happiness is higher than ever before in Korea. What are fundamental causes of Korean people's low levels of happiness represented by various related indicators, economic growth, and distribution in the national economy? There could be many factors for this phenomenon, the focus of this study is placed on individuals' skills, proficiency, and its use. This study compares diverse aspects of skills and groups of people by representing them on skill maps. The range of this study is expanded to OECD members and other partner countries in a comparative perspective. Skill maps are generated from the data collected by the OECD Programme for the International Assessment of Adult Competencies (PIAAC), and heat maps are used as a method to display skill maps which represent different values by different colors in matrices. Higher values are displayed in a dark color on the maps, and vice versa. With the international comparisons, skill maps for inter-regional comparisons in Korea are also created from the Training Demand Survey data collected by the commissions of Regional Human Resource Development. ...
