정부위탁훈련 실태 분석 및 개선 방안 연구

Abstract

본 연구에서는 최근 3년 동안의 정부위탁훈련사업에 대한 종합적인 실태분석을 통하여 이를 바탕으로 정부위탁훈련제도의 타당성 및 기존의 위탁훈련직종과 위탁훈련기관 선정의 적합성을 판단하고 조정할 수 있는 기초적인 자료를 제시하고 정부위탁훈련의 내실화를 위한 개선 방안의 제시를 목적으로 한다. 구체적인 목적은 다음과 같다. 첫째, 정부위탁훈련의 운영실태 및 문제점을 분석한다. 둘째, 정부위탁훈련의 훈련생관리 실태를 분석한다. 셋째, 정부위탁훈련의 취업실태를 분석한다. 넷째, 정부위탁훈련과정 수료 후 취업자의 고용유지기간을 분석한다. 다섯째, 정부위탁훈련의 내실화를 위한 개선방안을 제시한다.

The training commis sioned by the government , of which target s are unskilled youth, school dropout s, and the unemployed, aims at providing skilled labor forces for dirty, dangerous , dull jobs (3D) related to production line in manufacturing, construction, and high - technology industries.

For the past three year s, the tr aining commis sioned by the government resulted in an increase of tr ainees and the relatively high percentage of employment compared to other vocational tr aining cour ses . However , the effectiveness of the tr aining commis sioned by the government has been criticized owing to it s inappropriatenes s and duplication of training curriculum with other training cour ses.
